Under arm wings,
glowing chest pieces of various shapes (circles, triangles, squares, diamonds, stars, shields, etc.)
domino masks with "thickness" to them.
mask/hairstyle synergies (i.e. masks with cut-open tops to allow hair... hair styles that come out of said cut-open masks in a reasonable way.)
realistic length/cut short-shorts for girls (denim+fringe would be ideal)
pants that go past the character's "ankle"
normal clothing options (pretty confident with this one, given the Secret identity promises...)

Hair that conforms to atmo and cape. Gorgeous flowing loin clouts for the ladies, mid calf. Customizable necklaces. :)
and loin clouts for the male characters as well. Why leave it out?
I tell ya, there were some gender-specific costume pieces in CoH that would have worked really well on the other gender (or huge), and I was disappointed in this a few times.

All glowing parts are good.
Glowing eyes that you don't have to wait 30 levels to get. But generally, if it glows its good. I'd even like glowing hair streaks/stripes.
Oh, something that bothered me with CoX: Any time I used other types of ears, the human ears would still be there! When other ears are selected, the human ones should go away.

While I can see wanting that as an option, there are characters that use, say, cat ears as part of a costume or fashion statement - while still being human (and thus having human ears). So I'd say, instead, that removing the human ears should simply be an option, and not dependent on necessarily having any other sort of ear model.

medieval armour that's more varied than what was seen in COH, like helmets with colorable plumes on the top or helmets that shows off the face or mouth. Also samurai armour.

A ninja scarf! One that properly wraps around the neck without obscuring half your face. Maybe even one that is animated to always be fluttering to the side in the wind while you have your arms crossed like a badass! :P
Other things:
- Shorts - Jean shorts, board shorts, swimming trunks, whatever. If you wanted to do shorts in CoH you had to go barefoot. Was kind of lame.
- Shoes - It'd be nice to have some normal shoes that don't go up to the knee. Boots, tennis shoes, running shoes, whatever. Socks and no socks options.
- Proper thighhigh socks like in pretty much anime ever. Best we had in CoH was the Disco bottoms, but they just went a tad too high and just looked like tights unless you were being a pervert and angling the camera down. Gotta have our variety of anime character options!
-I think we coul use more hair decorations and such to help differentiate between a limited selection of hairstyles. Hairbands, clips, ribbons, whatever.
-Kimonos, furisodes (type of kimono with huge sleeves), etc. See Muramasa the Demon Blade, or the Furisode girls from the 6th gym in Pokemon X/Y.
Basically more casual things would be good. Sometimes I wanna make comic super heroes, and sometimes I want to make someone a lil more casual that just has powers. Probably think of other stuff later. Mostly trying to think of things we never got in CoH.
Double grommet belts

A leotard option that rides up higher on the hips!
Baggy Socks and Sandals! I miss this costume option!
CoH style Large Boots! I miss this style of boot too!

I would have put Serge in a closet in my Base. What were you thinking of? Leading a Raid on the closet space in the Justice Girls' Base?

Pretty much everything in this is thread looks good so far.
I'd be interested in getting some of the costume items from CoH that always seemed like they were ready-made for player use but we never got to have. One fine example of this is everything Candy Lebeaux (from the Twilight's Son Task Force) is wearing:

I understand our Devs may not want to exactly copy items that are still technically owned by NCsoft. But it'd be cool if we could finally get some items that are "generically similar" to these.

Hi I'm new to the forums and but not to the project i heard about it a while back and it caught my eye. And i was searching for this page for forever so i like to suggest some costumes. Sleeveless trench coats please please i need them and glowing items. And long hair for guys please and I mean some decent long hair. Also I don't know if this is the style of costumes your going for but i created two characters kinda similar, maybe theses costumes can be added

I've always liked to make my characters' initial costume look like something cobbled together from thrift stores or someone's attic.. then as they gain levels, update the costume to reflect a more "professional hero/villain" appearance. To that end, I'd love to see some choices for "street level" or newbie supers:
-- sweatshirts or coats with a hood (http://tinyurl.com/qap9h58 or http://tinyurl.com/q5payr6 -- URLs are Amazon links to provide visual reference)
-- facemasks (airsoft-style -- http://tinyurl.com/n2b7c85 or motocross/ATV style -- http://tinyurl.com/k29yntg)

I am the Godzilla of love. Where I have passed, nothing remains but smoldering rubble and traumatized Japanese people.
I just want something simple a unbutton dress shirt with rolled up sleaves
Or tights option that also comes with a zipper!
I would like lots of robotics and cybernetics, asymmetrical scar patterns on a skin layer, with the ability to have a dress shirt over that that looks wrinkly instead of flat, vests that have limited flapping, so that they're not sticking out all the time, but they're also not waving around or flat against your stomach. Jackets with the same, and the ability to put robotics under neath jackets.
LOTS of good hats, bowlers, fedora's too... with some options like, bullet holes or feathers. Layering costume objects? That's probably not what you mean. I'm done... Oh! Build a weapon! (Design weapons like they were individual objects(May require level or skill to achieve?) >.> Okay. I'm done now...
Why would you need a zipper when everyone knows superheroes just spray-paint their "tights" on. ;)
But seriously it would be cool to have options for torso zippers either in front or back. It would lend a bit of detail to make things like leotard-type bodysuits or catsuits look a bit more realistic.

Didn't we have the onesi bottom that rode lower on the hips? The problem being they didn't connect to the tight top at all :/ We also had tight boy shorts (one with a tiny slit on the side) option.
Totally needed better short options though.

I don't get mad, I restructure the laws of quantum physics and resolve the situation with temporal engineering.
Most of the problem with the few shorts options we had (like the one with a tiny slit on the side) was that they weren't really "clothes" as much mono-colored skin-tight polygons that had no (as GhostHack put it) thickness or texture to them. They paled in comparison to some of the later clothes options we got.
I guess most of the problem was that the CoH Devs never had the chance to go back and provide updated versions of all the original 2004 era options with better looking equivalents.

Of course! Though, CoH had that as does CO.
I personally never had a problem with the "painted on" look of CoH's tights, that's not to say I didn't like it looking like it wasn't painted on, with the options that had that.
I'd rather have the painted on tights with designs that didn't seem scribbled on (hope that makes sense) and looked like a smooth detail.
Well to be clear I've always been a proponent of "Add, not Replace". I'll admit plenty of the options that were in the game even from the beginning were still fairly nice and workable even in 2012. I'm just saying I wouldn't have minded getting multiple updated versions of even the "basic" items like the tights just to have that many more options.

And I agree! I loved some of those painted on tight options, but I also loved the Witch Top, as it gave off exactly that look, it didn't feel painted on.
The painted on tight look just didn't bother me, because I didn't find it was really as big a deal as some people would make it out to be.
Pleased that the devs have already confirmed they're working on actual textured items. I hate the painted on look.
Crowd Control Enthusiast
Love it or hate it the "painted on" look is a staple of the comic books. Just glancing over a pic like the following you'll see that at least half the costumes (both male and female) wouldn't be possible without "painted on" skin-tight outfits.

CoH's problem wasn't that it had "painted on" items. It just didn't have enough non-painted options.
I'd be perfectly happy if MOST items in CoT looked more like textured 3-D clothing than body paint. But I still think there should be a handful of spandex-like items to allow for many of the more classic superhero outfits.

Costume pieces composed of more than one material, such as Champions Online's Nineties Tights or the would-have-been Tech Knight set of City of Heroes.
I second the call for avian costume sets. Indeed, Champion Online's Steelhawk set inspired one of my most complete concepts I would like to realise in City of Titans.

Definitely this. I hate to bring up Champions Online, but they did do a few things that I liked - and asymmetrical costumes are one of them. Making the left and right arms different was as simply as clicking an "unlink" button and choosing different arms or leg styles for each.
We should be able to make costumes that look like Noble Savage right from the start. (Granted, I hated that costume, but it's a good example of asymmetry in CoH)
Yeah for all the things CO sort of did wrong as a game they did do a few things right. For instance they introduced the idea of being able to buy additional costume slots for characters long before CoH did. It took CoH something like 2 extra years before they offered an equivalent of that enjoyable feature.
For what it's worth I have no problem with CoT "borrowing" good things from anywhere it can.

"In the end there can be only one" The Highlander
I want everything that CoX had, and a bunch of stuff it didn't get around to by the time it was killed. So get on that :)
In all seriousness, even the options we had in CoX that we might not have loved or felt weren't exactly what we wanted were still options. It never hurts to have options, painted on or not. I don't need EVERY part of my character's costume to be all 3Ded out to the max.
Specifically, I would like goggles, glasses, visors, monacles, cybernetic eyes, etc. Trenchcoats would be good. Hopefully over time we'll see themed stuff roll out like western outfit pieces, Asian themes, ancient greco-roman stuff, pirate stuff, etc. It would be nice if a smattering of that kind of stuff were there from the start. Like, I don't need a bunch of different cowboy hat options on day 1, but ONE would go a long way, at least to establish a character concept.

We need a large plethora of crowns to chose from. On CoH, the only thing I could find was a few things under "Full Masks." Namely, the "Regal" and "Crystal Crown" crests. Then you have a few oddball ones like "Tin Crown" and MAYBE "Tall Spiky Hair" if you're desperate, but other than that... Oh, and the female heroes could choose from, like, 14 different tiaras. Why can't everyone else get some circlets and royal headbands?!

- "Companion" Effect - A small something that appears to be following you, such as a glow, fairy, or flying piece of technology.

Am I the only player who liked having to earn capes and auras? It gave me a feeling of progression and the sense that my character had reached a plateau that was more than just levelling.
Spurn all ye kindle.
I like earning unique costume pieces in game. Seasonal Events, Raided, Quested etc. Adds a greater variety to the Reward pools.
It seemed more like a source of frustration to most players, although the award certainly paid off when you got it! The only main irk I have is how just ONE toon got access to the costume piece rather than the whole account. It really destroyed my will to hunt for rare items when I heard that...

I enjoyed it myself. And I didn't really have a problem rerunning it on other characters as I levelled up, although I did eventually buy the account unlock I *still* ran the content to unlock stuff.
But for me, I rarely *needed* those parts, and in terms of "lore", it was something that I could get behind. The fact that other aura's were available (if you paid for them) from the start (via Super Pack purchases) didn't bother me in the slightest.
*shrugs* This is where "lore" went up against "game mechanics". Not to mention as well that CoX didn't have capes at the start, so to *easily* ensure that players could get them on their existing characters, they did it via a quest line unlock.
Hey, if the game says "this is how it works", I rarely argue up against that method.
Unlocks are a great way to get people to do (and redo) content, I think. I had toons I never even wanted capes for that still did the cape mission anyway, just because it opened up the option, and who wouldn't want that? I went around to all the level 35 vendor toons (in Brix and FF, Holsten Armitage, Penny Preston, etc) just to do their one-of missions and unlock their vend functionality. I did the Striga TF on my main just to get the "/dice7" emote.
You're on, you're bored, you say to yourself "I should get that cape thing done with this guy at some point, and nobody else is on right now, so why not?". Things like the "Rescue the fortune teller" mission that you needed to get the one accolade were similar. It gave you a reason to make a point of doing that particular piece of content on that particular toon, and I personally think the game needs MORE of that, not less. I disagree with anyone who complains about having to actually play the game to get the rewards set up for doing so.
When the first person to climb Mount Everest finally reached the top, the entire human race had accomplished something, but only THAT GUY actually got to feel the exhilaration and taste the thin air and see the view of the world from the top of the mountain. They don't just hand that stuff out to everyone when one person accomplishes something.
All PVE content, whether it be story arcs, missions, TFs, trials, dailies, or anything else, has to be repeatable on different characters, because in PVE that's really about all there actually is. Any kind of service the devs pay to complaints like "Stop making me play the game and just give me stuff I want." will result in the game becoming way more boring and easy, people will have fewer reasons to do content that's there for them to do, and thus fewer reasons to do any content, and thus fewer reasons to keep playing the game, and thus there will be fewer people on the game.
I mean, we could remove ALL the unlocks and just give you a fully loaded level-capped toon as soon as you install the game, with the promise that the toon has been completely optimized and any changes you make would make it somehow less combat efficient. The game equivalent of an Easy Button (TM) if you will. You know what that creates? An empty game server, because those people have no reason for or interest in actually playing the game now. What do they stand to gain from that? Nothing. Where are they? On some OTHER game grinding for gear, because the devs on THAT game ignored the plea of "Give us what we want for free." and made them work for it. I don't want that, I want CoT to be a game full of great players I can interact with, and reasons for interacting with them. The more stuff they make unlockable the better, I say.
R.S.O. of Phoenix Rising
Well said!
(I used to unlock all the origin-specific vendors on each hero also.)
Spurn all ye kindle.
Since it's fairly clear that costume pieces will be divorced from game stats, I'd much rather costume pieces be "mission-gated", rather than "level-gated" if that makes sense. Especially if most of the instanced missions are going to be scaled anyway. This gives everyone the ability to go after the pieces they want right away, or not at all if they don't want them. Lore notwithstanding, and I know the technical reasons CoH did it, but saying I can't have a simple costume piece like a cape until I reach a certain "level" is just silly.
The above goes for common pieces like capes or hoods, etc. However, if you want a certain specific piece that isn't available in the Character Creator, I see no problem having to go do a mission, or short string of missions, to get them. As long as you can do them AT ANY LEVEL. Sure, it may be in a dangerous place, but the mission itself should be an attainable challenge for any solo character.
What I wouldn't want are ceratin costume pieces that are intended to be a mark of honor for completing a particularly difficult AV or grueling TF. That's what Badges are for. I suspect that there are many who would disagree with this philosophy, but I'd bet that most who do are coming from a history of Gear=Status. I don't think we're trying to do that with CoT.
If they want to make some/many costume pieces unlockable upon reaching a particular level, reading a particular plaque, getting a particular badge, doing a particular mission, defeating X badguys, defeating an AV or monster, etc I'm all for it. Bring it on. As I've already said, give me more of that stuff, not less and I'm happy, because that means other people will want to do that content too, and the more the merrier. I don't mind having to wait until level X to have my goodies, I don't mind that my toon isn't really "done" until he gets his jetpack or what have you. I'm ready willing and able to wait for some of this stuff to roll out from the devs after launch, and I'm willing -- no, EXCITED -- , to do the unlock for it. All that kind of stuff does is give you the incentive to GET to that level and DO that content and ACHIEVE that goal. The more of that the better, I say.
One thing I'm not crazy about is the random recipe drops as a way to gate costume content. I remember when the wings were new and those recipes were selling for like a billion zillion dollars on the market. I'd MUCH MUCH prefer a simple "wings unlock" mission (a different mission for each type of wings even!) over that. Anything that causes people to try to farm endlessly for randomized reward drops is stuff I'd like the costume pieces to be independent of. I'm fine with the random recipe drops for boosts/enhancements, just not for costume pieces, because you don't get the one you want and the content you had to do has almost no connection to the costume piece, in that case. If it was "defeat Infernal, get demon wings unlock" or something like that I'd have liked it way more, even though I might not have been able to do it solo or before level 50 on my toon.
Take that for example though: if the Infernal Mission in Portal Corp gave the the only way to unlock demon wings, at least the only way blueside without paying significant money in the cash shop, you'd have people clamoring to get teams together to do that mission and people clamoring to get onto those teams. Conversely, treated as a random drop, nobody knows what they're going to get (or when) and thus there's no driving force to do that content except XP and infl and the usual randomized swag drops. Maybe Infernal is a bad example, because he was part of the Portal Jockey Accolade requirements, but almost any given mission could have a costume unlock for something attached to it and that would make you MORE willing to do that content not only for yourself but for your friends, etc. The more specific unlocks you can tie to specific missions, the more you'll get people to do that stuff, I feel. There were a lot of things like this that I either did't really need or never had time to do for my own toons that I still helped other people do out of a sense of fun and being helpful. Let's have more of that. Let's have more opportunities for that kind of stuff.
R.S.O. of Phoenix Rising
Our plan has been for basic costumes to be available in the costume creator by default, with fancier material either behind mission/accolade/badge gates or available for purchase in the cash shop. So, let's use Radiac's example of wings. In the base costume editor you have two forms of wings, basic feathered or bat-like. We have available fancier, like wings which are on fire, glowing, robotic, etc. Let's say there are 20 different kinds of wings available beyond the basic 2.
Say you want bone wings, you run the "Graveyard Fiasco" mission, which grants them to you. Your character now has that available for their costume.
You don't have time to run the mission but you still want the wings, you go to the cash shop and pay 200 Rae's (about $2), they're now unlocked account-wide.
You have ideas for 6 heroes all with different wings. You pay for the "Wing Pack" at 1000 Rae's and unlock every wing at once, account-wide.

Every unlock mission would also have a badge that would not be given if you simply purchase, so people will still have bragging rights. Never discount bragging rights.

Well, if we go that route I want two things to happen.
1) These other costume pieces should be either fancier versions of concepts I can make at character creation without spending money. Like how there was simple cowboy boots and simple cowboy hat in the generic stuff of CoX and also gunslinger pack you can buy that had fancy western clothes that where covered in cow skulls, embroidery and all that stuff with guns that had horns and blades on them. Or they should be generic enough that they can be anything like the mutant pack or the elemental order costume set.
2) I should be able to buy every single costume piece out there in the cash shop. If I wanted a cape in CoT at level one rather at level 20 after a mission I should be able to go into the cash shop with $10 and come out with all the capes I could get with that mission.

Great news, Doc. I have to ask though, is 20 different "fancier" wings actually a realistic number? I mean that example wasn't to be taken on it's face as a real representation of how many actual types of wings you guys have envisioned, was it? Are you, seriously, looking at about that many actual types of wings, currently? Because I think I would run out of ideas for different wings after like maybe ten. If I had to name TWENTY TWO different kinds of wings I think I'd end up having to use "the kind Red Bull gives you" and "The band Paul McCartney was in after The Beatles" as filler at some point.
Feathery
Bat
Dragon
Demon (if that's distinguishably different from Dragon somehow)
Mechanical
Insect
Fairy
Skeletal
Made-of-energy ("lightning.... fire... the power of God or something" as Dr. Jones once put it)
Cherubic (like smaller feathery wings)
....aaand I'm done....
R.S.O. of Phoenix Rising
Feathery I, Feathery II, Feathery III . . .. . Mechanical II . . .. Fairy I . . . .Skeletal VII . . . Energy (Water) . .. Energy III (Fire, Small) . . . Insect (Moth), Insect (Butterfly), Insect (Ladybug) . . .
Rocket boots at 1st level. I hated it when you could only get these if you crafted it. They're a big part of comic books and the ones you get in CoX looked good enough just to be to be basic stuff.
Also as far as fancier stuff goes? There was a trend that was just about to start that looked interesting before the game went under with the space pirate costume set where you take two concepts you can make at level one and then make a new costume set from them. I would loved to see other combinations of this kind like a steampunk ninja costume set or a post apocalyptic cowboy set.

Costume pieces made from more than one material, such as the Tech Knight costume you can see in Issue 24 beta Icon.

One request: it would be nice if these unlock missions were not way up at the high end level-wise, just so those of us who like the idea of earning the pieces would have a significant number of levels left to play wearing the costume piece in question. I thought 20 and 30 were good plateaus for cape and aura; would hate to have to wait much past 40 to earn a specific piece.

I don't know if there are going to be level requirements for any of the travel powers, like CoX had, but if so, the level you need to be in order to get Fly would probably be the ideal level for the wings unlocks, at least some of them. In some cases, if a costume piece is evocative of a particular NPC group, like steampunk guns would be associated witht he steampunk group, you could make the unlocks for that stuff come from defeating X NPCs or defeating the NPC AV at the end of the arc, or whatever. I would have KILLED to get a Sky Raider jetpack by defeating Sky Raiders in some way. Also, it would have been nice if defeating enough Tsoo Sorcerers to get the defeat badge unlocked the sorcerer hat or something like that.
R.S.O. of Phoenix Rising
Hats that don't 'eat' my hair. If I have long hair and put on a Fedora, it should not give me an instant haircut.
'Half boots'. Low boots. Boots that Don't go all the way to my knees. Gloves, much the same.
It would be very nice if costumes could be built up in layers. Putting on a midriff-baring jacket should not change the texture of that midriff. Said midriff might be bare skin, or might be tights, or might be metal or chitin or scales. The jacket should not impose a new pattern on that.
Be Well!

Keep up the good commentary, guys.

I would love to see more leg accessories. Specifically lower leg/calf accessories. Holdout pistols, gaiters/spats, etc. It would be nice to see leg accessories and calf accessories be independent categories for more customizability.
I think they should make more costume stuff unlockable. For instance, in CoX, you had Tsoo as a badguy group. I think in order to unlock the "ninja" costume set that those Tsoo ninjas had, you should have had to unlock it by defeating, say, 100 Tsoo, or maybe even 100 Tsoo ninjas, or maybe just award different amounts of progress for each different Tsoo mob defeated, with the ninjas being the best and others being less good, or do it by rank (Boss>lieutt>minion), or something. If they had done more of this kind of thing, I believe there would have been more people doing the Tsoo missions and/or street sweeping for Tsoo to unlock the ninjas set. This encourages more people get out there and play the game. Maybe you could do a version of this that's account wide as well. Like for instance, if you defeat a Tsoo ninja, your toon that got the defeat get's credit toward that badge and will eventually unlock the costume set, but ALSO, your global ACCOUNT get's credit and after your global account's toons have defeated a combined total of, say 1000 ninjas, then the costume set unlock becomes account-wide. I'm all for allowing people to buy the costume stuff in the cash shop too, and people who pay a sub should probably get some monthly allowance to spend as they want on stuff like this (and anything else from the cash shop within reason). People on F2P should get, in my opinion, a pretty limited amount of costume options, with the possibility of unlocking almost everything else through methods I've described above. Maybe give everyone a single, less-impresive ninja suit that you can only have in black to tide people over until they get the unlock they want.
R.S.O. of Phoenix Rising
I like the idea of unlockable costume stuff because it does two good things: it makes people want to repeat content, which means you're getting the most out of your content (missions, mobs spawns in different areas, etc) and it also allows you to make the most of your costume assets. You're going to have to make different looking badguys, and that takes time and money to do, and when you're done you have costume pieces. Why use those costume pieces ONLY for the NPCs? Let the players unlock them too. Maybe some stuff should remain "untouchable" like the Archvillains' costumes (or even bosses) etc, but run-of-the-mill minion and lieutenant stuff would be cool to have without stealing any signature NPC's thunder.
R.S.O. of Phoenix Rising
Remember, in our model there is no true F2P players. You still have to buy a copy of the game.
Global costume unlocks behind a paywall (with subs getting a monthly stipend greater than the cost of sub) with individual characters being able to unlock through play (such as Radiac's example of the Tsoo, the Roman armor, or the cape mission).

Instead of "F2P" I should probably say "non-subscribers" then, for clarity.
R.S.O. of Phoenix Rising
I hate unlockable costumes because I want to have things that are essential to my character concept right from the beginning. If a character is supposed to be a time traveler from ancient Rome or a Tsoo who has gone rogue (or just pretends to have gone rogue – perhaps COT will allow us to work closely with specific NPC groups) then they should already own the corresponding outfit. I also tend to wear specific costumes in situations where they feel appropriate, which made COH's Roman costume particularly bad – I only got it when I already had liberated that ancient place (and I don't repeat content with the same character).
I wouldn't mind having to unlock stuff with only one character and getting it account-wide, though. Or just paying a reasonable amount of money.
The same argument applies to powers and gear as well. If your toon is supposed to be a former Crey Paragon Protector who went rogue, he ought to be able to do Moment of Glory right away at level 1. In fact, he should not be level 1, at all, he should come pre-leveled to something like 40-50. In fact, he ought to have all of his enhancements by then too. He worked for Crey, he should have all that AND the freeze gun temp power too.
In point of fact, "good stuff now" is always preferable over "good stuff after working for it". The problem is, in this case the "working for it" part is the part where you ACTUALLY PLAY THE GAME. It's a game, you're here to play it, and building your toon (over time) is a major part of playing the game. We'd all like getting free stuff, so "good stuff now" sounds good, on its face, but giving people the Easy Button for too much of this stuff just causes us to stop playing because we have nothing to gain, having been GIVEN that stuff already.
A jigsaw puzzle that comes pre-assembled is just a picture.
R.S.O. of Phoenix Rising
The Paragon Protector was probably a bad example, because their costumes were were entirely made of stock spandex and generic helmet pieces. If they had something more distinctive, like the Circle of Thorns wizard outfits, that would have been a better example I guess. Also, you have to have SOME costume pieces that are baseline available to everyone from the word go, I'm not saying "make EVERY thing an unlock" but things that are distinctive to different NPC groups, or things that are rolled out after launch, etc can be fertile ground for things that need to be unlocked instead of just giving all of it out for free as the default option.
I'm not a fan of veteran rewards as a way to gate costume pieces (or anything else really). But I do like things that drive people to play the game more.
R.S.O. of Phoenix Rising
Well, costume parts, unlike powers and abilities, are purely cosmetic, they can't cause an imbalance. Character customization greatly enhances atmosphere, however, but not getting crucial pieces until the higher levels interferes with that and might discourage the player from creating the character in question at all.
(So when in doubt, make everything purchasable as well.)
As far as rocket boots, rocket packs, ect... anything with rocket or jet in the name, the effect of the flames should be more significant than CoX. The rocket boots looked like they were from Flash Gordon, and the tech wings had the same problem. The frustrating thing was the effects on the mastermind robots and the vanguard bots were leaps and bounds better.
I was watching The Rocketeer the other day. Sure the flames would have fried his legs, but we dont think about that when we watch the movie, we think, "That would be awesome! I wish it was me!"
On another note, and point of discusion, what are we willing to work for? I am heavily in favor of working for different costume pieces/effects. I know there is a lot of controversy about privilages due to faction rating, but I think that is a very valid way of awarding costume pieces. The caviot to that is a hero cant get a favorable rating with the "evil evidoers" faction and vice versa. That is where the kill X# of faction to gain your reward.
So what are we willing to do for our characters? Are we willing to spend time grinding through faction missions just to get the right boots? Do we want to have characters grinding through faction killing? Do we want both? What is the balance line between content build and grind build?
How much are we willing to work for?
With the various animation effects/customization that MWM plans to make available for the powers, I hope that some customization will be available for certain costume options. To use the rocket boots as an example, it would be awesome if one could go from a glow or repulsor effect to a Saturn V launch.

Sounds good. And if that is to be the case, I wouldn't mind if an unlock based on actions taken in-game were a type of customisation for an existing costume part.
