I have always been challenged with Lightning Guy kinds of names.
So lets brainstorm, toss out everything even if its been used before. Good or bad, toss out every name you can think of.

This was before they announced the science flight power crafting project: Storm Rider...

I don't really have any suggestions, but I'll detail how I generally create character names, maybe it'll prove useful to someone.
When it comes to on-theme names, I generally made use of dictionary.com and thesaurus.com to find something related to the general field, and then use any synonyms if the name I put together was already taken.
I'd use on-theme words as a starting point:
Ohm
Joules
Tesla
Arc
Watts
Volt
etc..
Then typically add in a word that related to the character's role/class(AT)/alignment/personality:
A support character might use words like Shield, Guardian, Protector, etc
A blaster might use Bolt, Blast, Strike, etc
I think the only electric user that I had with an on-theme name was Arctech; a cyborg/robotic Cold/Electric defender paired with a friend's cyborg/robotic Cold/Electric defender Antarctecha.
I used this for many other characters though; Twilight Rampart a FF/Dark defender; Starbolter, my Peacebringer; Arctic Black a Dark/Ice defender; etc.
So for an electric blaster... Bolt Bolt.

Shortly, she figured out how to use her small magics to manipulate high voltages. So she came from Underhill to Paragon City to conduct experiments on Hellions and the rest is alternate history.

That is essentially the process, since CoX didn't have a random name generator, and CoT is unlikely to either (Understandably, given that superhero themes are so diverse).
Given how many comic book characters have names that sound as if they [i]were[/i] spit of of an RNG, I don't see how it could be implied as a negative.
I mean, this thread and threads like it in and of themselves are a quasi-random name generator, aren't they?
A poster asks for name ideas and a host of other random posters provide a list of options for them. They just pick one that sounds good to them, same as if they just hit "Random" until they found something they liked.

I had a Kinetic/Electric Defender once named Arc Angel. I had to change it based on some supposed copyright or another. I changed it to SkylArc. He had angel/bird wings and shot lightning out of his hands.

That's weird, because marvel's character is Archangel. Arc Angel would be totally different and you had different powers.
And 'Archangel' is a word in general use, so I doubt Marvel could claim any exclusivity. Just don't clone the costume.

SUBSTRATE - for a character that is a vessel / conduit for the electricity, especially if the aesthetic draws power from another source (ground, the air, other people) and it flows over them in the process of the attack.
MAGIC HELMET - the Elmer Fudd character as inspiration

COULOMB - or variations with GIGA- or MEGA- or JIGA- etc (might be neat if your powers needed to "charge" up...).
HADRON - (based on the Hadron Collider) if you venture into a high energy concept
PIEZO - (pi ez oh) for vibration or oscillation as a basis of your electrical powers. You could also use Resonance or Frequency themes as a basis (MEGAHURTS / Megahertz).
SURGE PROJECTOR - as a play on surge protector
Ball/chain/grease/smokestack Lightning - easy bases to cover
Direct Current - more of the AC/DC

I'm not a huge fan of using directly-related terms within the names, for one the single word names like "Storm" and "Static" are almost surely going to be taken by existing Big Two properties (as these two examples were), and even compound names like "Power Surge" feel a bit too on the nose to me. When I do go down this path I'll try to use rhyming or alliteration to give it a bit more zing, I seem to recall having an elec/elec brute named Flux Armstrong for example. The wifey had an elec character named "Sultana Surge"
I prefer indirect associations if possible. Always liked my patriotic-themed inv/ss tanker Indivisible, the name took on the double connotation of the patriot theme and of durability, stability, strength in teamwork.
What are some electric associations? One of the first things that popped into my mind was Frankenstein, I keep seeing him as an elec brute from the powers given him in the Darkstalkers fighting game. I could see me rolling up a CoH elec/elec PvP stalker named Gankenstein :)
Other associations? Ben Franklin popped to mind next with his kite and keys. Hrm, interesting name similarities there, scientist and elec connotations.... make a big hulking elec/elec brute named Ben Franklinstein. Give him old-timey clothes, maybe that tri-corner hat, with zombie skin and the neck bolts.

My main Redsider in CoH and the first guy I shifted to Rogue was Power Breaker. I made him JUST before Electric Armor and Electric Melee came out as powersets, so I wound up making him as an Energy Melee/Energy Aura Brute, and just kept trucking along until years later, when I saw Electric Armor and Electric Melee and went "What the-!? How long have THESE been here?" (Got told by a friend "Since I-7," and I was so ticked... :P )
If I was to give electrical hero names, it should be something like these:

For a play on words how about Assaultin' Battery? I started a group on COH based on song titles and I have one called Electric Blue after the song by Ice House. My son chose Thunderstruck for the same team.
Also Short Circuit or Short Fuse. There's always power holders like Generator, Terminal, Power Plant. Maybe Conductor, he could wear a tux like an orchestra conductor
