I need more about the character than the age, gender and telepathy to make an informed decision on a name.
I mean, you could give him an armored suit and call him Think Tank (spoiler, that's a character from The Venture Bros.).
One time, I made a psi character for a paper and pencil campaign of Mutants and Masterminds and never got to play it. It was set in WWII Europe, and she was a tall, blonde Nazi uber-frau with telekinetic powers named "Enigma" after the German code scheme. She also had telepathy, but kept it hidden from the Nazis and was a double agent.

You could make him a British punk rocker wearing a t-shirt that says "Mind the Gap" on it, or perhaps "Gap the Mind" and call him something British-sounding, like a member of the Sex Pistols, like `ed Banger or something. Wait, no, that would sound more villainous than heroic. What band would have good-guy type names? Maybe you could call him "Thoughtful Spice". Just thinking out loud.

The vibe I was going for is less flashy like an X Men or Avengers and more subtle per the direction of the Paragons, line how Anthem is patriotic but isn't in your face like Captain America.
Regarding background he is a mutant, from an affluent Japanese American Family that grew up in Old Bradford, but he has since moved to the Olympia neighborhood of Alexandria to complete his Psych degree at Esphesus University.

You could go old school with it. Norse mythology has two ravens that served Odin, Huginn and Muninn. Huginn means "thought" and Muninn means "memory."
I dunno... Mental names have always been hard for me because they always sound cliche in my mind, so I come up with stranger things. Personally, I think Huginn is a neat name.

Yeah, I guess I can see that. I like the X-Men pretty well, but on the other hand I could probably nearly recite word-for-word entire scripts from some of my favorite Star Trek TOS episodes so obviously the first thing that came to mind when I saw "Charlie X" was Star Trek. At least Patrick Stewart did a good job as the older, crankier Charles Xavier so at least we have some crossover there. :)
P.S. For what it's worth I wouldn't discount the mental powers of the Star Trek version of Charlie X. A character like him might make for an interesting arch-villain in CoT.

Ironically, what I recalled first when thinking of Charlie X in a ST:TOS context was Gary Seven (Assignment: Earth); but I had to dive into Memory Alpha to realize I had the wrong guy. Charlie X's powers do match what 'Toria described much better than Gary Seven's, but Gary has a Cat.

Costumes... more often these are not so spandex-y, especially for villains. Purple is traditional but just as much a reason to avoid it. Muscle may be less relevant, unless it is intended to look alien.
Themes might be an easier path. Why does the hero have these powers? What does the hero use them for? Vague themes like wisdom, learning, promote an emotion, promote a dogma (easily becomes villainous), hero that finds own thoughts are disturbing and prefers to hang out in other peoples' heads running his body remotely from there... Virtue-based? Patience, reason, most of them really. Promote open-mindedness; promote focus/bloody-mindedness; overcome trauma; distract; terrorise... or animals. Elephantine memory. Eagle-eyed. The simplest path may be to imagine what you, yourself, would like to do with such powers in a favorite genre world you can imagine. A lot of character can come from a hero's flaws that may relate to the mind powers. The Nine Inch Nails approach would be to daydream about it quite a bit and still see if you like the outcome tomorrow. Repeat until you're good with it.

Psimon is a DC villain who features prominently in the Young Justice cartoon. Probably not a good name to use :P

Given the fact that his powers manifested at a very early age, I would like to think that thanks to time and the help of parents who were once adverse to the idea of having a son who could read their every thought and heard voices, has moved into almost a sort of experimental or exploring phase.
Thanks to meditation and discipline and training on his own, he has managed to hone his powers enough that he feels he can begin to see what he can do as far as helping and aiding those he senses are in distress, as he's already active in his community and campus doing essentially the same thing.
For him it feels like the logical 'next step', especially as he begins to more actively use his powers and discover he can do more than scan thoughts or induce sleep, etc.

I'd go with 'Forebode'. It has a more ominous tone that fits the 'strike fear in your foes' of a Batman psychic.
Honestly if you want a good name for your character make a list of traits for him then look each trait up in a thesaurus. Mix and match as needed.

I'm a day late. Wipe Out popped in my mind for some reason last night as I struggled to fall asleep. Plus he has his own theme song ready to go.
My only problem with 'Afterthought' is that Epimetheus essentially ruined everything he did. Prometheus was the successful one, even though he was savagely punished for his good deeds. 'Afterthought' is generally a waste of time, too late to be effective, foolish, or disastrous, also 'reactive'. So, may I propose 'Forethought', instead? 'Forethought' plans for success, and sometimes for surviving failure, considers contingencies, effects both long and short-term, also, 'active'.
