Good start however a bit overreaching. Id suggest designating a building where you get to set options for an event like before starting a Task force, For Costume contest options such as powers are turned off while in this instance , only a certain level can enter, kinda of like how Rikti War Zone was with the atlas entrance. Lets not forget team leaders sometimes took there postion too seriously kicking people off the team having everyone in morbid fear of them like an abusive parent. I say give an custom option but not a dictatorship option.
very possible. if they were doing it in a deliberate manner to irritate and harass ya. Meaning that it not possible to accidentally grief. If it's accident then it's not deliberate and thus not griefing. If they are doing it just to irritate you knowing it irritates you, then it's by definition griefing.
Because while Pocket D became the unofficial RP spot, it was officially a hang out spot for RPers and non-RPers alike so by definition, even RPers may not be using the spot properly even if they RPed it at a club if they deliberately harassed someone that is there for not RPing, which I have seen happen. So technically there was no public RP instances.
Doesn't help if there is a limit. Some CCs can grow to be massive. If the base doesn't have a limit of 20-30 people then great. But if it does then the CC's don't get to be as awesome as they should. And if you do it by category. Then you have the hassle of letting people go or kicking people out of the base to make way for the next batch. And some players might not even bother to participate. Causing the CC to get even smaller. So the base would have to allow for a huge amount of people to be able to get in.

They specifically said they had no desire to RP it as it was, and wanted to use it as a place to RP fight, because they didn't want to go to any of the other many zones (at least two were non-PvP zones) to RP a fight. :p
Of course, when you tried to stop it they ignored you too. Sooo...I was totally being griefed! *cries*

As far as Costume Contests and other semi-private functions go, I'd like to propose that some of the larger buildings in the city have an "open" ground floor or penthouse, like the Mission Architect buildings had in CoH. This would allow you to have a function in a specific place "out of the way".
So you could do a zone-wide announcement, and folks would know where to go, but they wouldn't have to be in a high-traffic area. It wouldn't necessarily be "invite only" but would allow you to repair to a location that wasn't in "plain sight" for the casual drive-by griefer. And you wouldn't have to worry about group caps in your SG base, etc.
This is, at best, a compromise solution. But often, compromise is the best solution. :)
For clarification, I should add to the above, that these would not be instanced, but part of the open zone. Just somewhat occluded visually by windows, etc. Like Wentworth's, for example. IIRC, the lobbies of the AE buildings were open and you took an "elevator" inside to the instanced creator portion, but the doors at the top floor let you into the instance directly. Correct?
So, I'm suggesting that some buildings could have a large scale open area that anyone could enter, but with transluscent windows facing the streets. Like wise for rooftop "observation decks" that may or may not be roofed over, but with windows and doors to the outside.
This is something that could be easily designed into the maps at the outset, or could be added later, I would think, as the community grew.
Actually, Warbird, you might have inadvertently provided a piece of a solution, if not the entire solution.
One of the main problems with Griefers wanting to take a dump on a bunch of other people gathering for something is to just spam their powers all over everything so as to be as obnoxious and annoying as possible. People could often see this phenomenon in Pocket D or in Atlas Park where "idjits" would show up just to make a nuisance of themselves, simply because they could.
In City of Heroes you had [url=http://paragonwiki.com/wiki/Architect_Entertainment_Buildings]Studio B[/url] inside of the Mission Architect Building, and the [url=http://paragonwiki.com/wiki/Trading_House]Trading House[/url] in Imperial City which featured Power Suppression Fields.
Having "public" spaces where people can gather in which Powers are suppressed would make for a location [i]more resistant[/i] to Griefing Antics, even if it wouldn't be totally immune to them. Like I said, a partial solution, rather than a whole one. Atlas Park had a building model with a glassed in rooftop dome on it. Putting a Power Suppression Field into a place like that so that it could be used for gatherings would seem to a relatively simple solution.

Lol. Well, the fact that I was actually trying to propose "some" kind of a solution, means it wasn't entirely inadvertent. Like I just stumbled on a tangential idea. But adding the "suppression field" is an excellent addition.

There was also the glass topped building towards the bottom right of the Atlas Park map IIRC, that was nice to look out of... and large enough to hold quite a few people for a costume competition.

What about this, have a supergroup base that could be rented using "SG prestige" and then opened to public once designed. And then judt say for costume contest go to public base A. This way we won't tie up GMs with "he won't stop being a jerk" the SG member/function master can just remove/ban said person(s). The rented room could be saved so tha t next time you rent the space you can just click it from a preset listing to save time

It may not have been "secret" in the Easter Egg sense, but there were also plenty of people who didn't know it existed. If memory serves, the particular model of building which had this element appeared more than once in Atlas Park, and there were even a couple of skyscrapers which had open top roof access on them that were more like Sky Temples when you were up there.

That's the one. I never took a screeny of it, but I know that not all that many people on my server (at least) knew about it. But the more places you have for something like this, the better in my opinion.
Well you know they actually train truffle pigs to use smell instead of sight. Truffles are usually buried and thus sight isnt much of a use, even on the pig.
The kicker of course with using as truffle pig is to get to it as soon as the pig uproots the truffle or else the pig will eat the truffle itself. Usually it sometimes pisses the truffle hunter off enough that he/she start thinking about having ham for breakfast.

Considering that it only came in when they started Freedom, that sounds about right! You wouldn't have known about it for much longer than that!
See! Didn't realize that either! Though still, it was some time after Freedom that I found out about the place.
Actually, I did know that. I didn't say my Granddaddy was particular knowledgeable upon the subject. ;) I've used the comment in the past to say: "Just because I don't have your skills, doesn't mean I can't achieve the same results."
