Eventually, given the size of our Canadian contingent, we'd be looking at opening a secondary office in the Greater Toronto Area as well, but that wouldn't be until a year or so after we set one up in Washington. For the most part I can do my job from Tim Hortons, after all. :)

It's not that they have to belong to someone else, it's that if your portals open at random places when "fetching" objects to throw you run a very high risk of pulling in someone else's property. I don't think a hero would be well liked if private property just started vanishing and then showed up at scenes where that hero fought crime. Yes I know that would happen as well if you pull from the environment but the main difference the distance you can pull objects from.
Though personally I don't see why gravity has to be linked with portals, they could easily set up a series of micro gravity wells to accelerate an object similar to how magnetic acceleration works. Psionics could potentially also open portals, though not pure TKs.
Regardless of what "base" there is for their powers I think they should get the option of portal or environment. I think the portal option should work like it was in CoH, temporary object that fades out after some time. Environment though would depend on that there are permanent movable objects (even destructible environment) already present for their objects and could reuse them as many times as necessary.

While several of the current MWMers in WA state have garages, we seem to buck the national trends in that we actually keep cars in them :-)
Am open to doing a launch party cookout in my back yard, though.
