Will the districts be tied into levels and will this plan affect the initial level cap? (Which I believe is 30?)
Do you have more concrete plans for things like alpha access, closed beta, etc? Even some more info on things like when we'll be able to start reserving character names or get access to the character designer would be nice.

Yes and no, in that order. Each side of the Peninsula (and the mainland areas of Kingsport and Innswich for that matter) are designed to go from 1-50 in total, going from beginning area to end. If we cannot get to the 25-30 northern district (Rhinehart Park incidentally) for launch, we have a backup to still keep players engaged till it is ready.

I'm very excited about the design and history of the city. I participated in the Kickstarter mogul program because I love the idea that the city will have story, depth and imagination that is partly created by the players. If you are doing another Kickstarter round, I would jump at the chance to be a part of creating another mogul building concept. Are there other opportunities beyond the mogul program for people to help create some of the backstory for the city? If there is any need for volunteers to help with writing any of the backstory about various parts of this huge new city being created, I would love to learn more about how to get involved.

Considering the "grassroots" nature of the folks working on CoT I'd say 6 years would be a completely reasonable (if almost ambitious) estimate for a game like this. Companies with multi-million dollar budgets take 4-6 years to make games similar to this. Remember it took at least 4 or 5 years of work before even CoH hit the shelves.

It's so good to read the descriptions for the districts! This is the kind of lore I've been really wanting, a good look at the city and an idea of its potential. I look forward to more information on the state 2 and mainland districts at a later point!

Seriously, I really enjoy the way the street layouts change their angles in different districts. Presumably because they were developed at different times. (Around the Great Fire?)
When I lived in Grand Rapids, Michigan, I learned that the downtown streets were so crazy because their were originally two competing real estate developers on either side of the Grand River. One guy set his streets at right angles along the compass points, and the other set his at right angles perpendicular & parallel to the river. Well, eventually compass points guy was the more successful, and spread to both sides of the river, surrounding and finally stopping expansion of his competitor. Now Grand Rapids has mainly perpendicular streets aligned with the compass points, but there's this weird little triangle of blocks downtown that immediately jumps out on a map.
So, I'm really gratified when I see the same kind of history minded detail showing up fictional maps. It reflects the care and love being put into the cities 'Origin Story.' Love that. Good job, guys!
I still think November 30, 2018 is too early to expect a fully done, playable game. They explained what "release date" and "open beta" etc mean and that it's really a grey area in terms of what will and will not be there by then, but I suspect that we'll be well into 2019 before we have a game that the general public can buy, install, make a toon, play said toon, interact with others, and the market, etc. I'd be happy if they prove me wrong though.
I also wonder how many of the various Mogul buildings in the Phase 1 areas will be ready by then, I predict none or very few, with those rolling out later and replacing whatever buildings they put in to be place-holders in the meantime. Maybe they'll have a giant rectangular box with a sign that reads "under construction" for each one. And I can only assume that the 2018 date isn't going to see any/many of us get our Lethal Weapon and Fashoinista perks. They've always said that those must logically come after the client side costume creator software is done. I can believe they'll have the character generator done by Nov 30 2018, but I have to assume that other stuff will follow well after, as will a lot of actual costume assets that the general public will have.

No they won't be 100% done with CoT by Nov 30, 2018. But then again CoH wasn't technically a 100% complete game on Nov 30, 2012 either (if for no other reason than that Issue 24 was trapped in beta before the game shutdown).
I'm sure there will still be plenty of TBD things on whatever day CoT is considered to be "launched". Of course whatever they have working by then will be better than what we players have access to now which is basically 0% of a game.

It's gonna be a looooooooooooooooooooonnnnnnnnnnnnnnnnnnnnnnnnnnnnnnnnnggggggggggggggggggg 2 years. But I think if the game is even only a fraction of what is being promised, it'll be worth it. :-D

The point worth focusing on is that they are hoping to have something by fall 2018 that'll be "in a playable, even if not yet bug-free, state." To meet that goal they'll likely have to start the betas a good 6-12 months BEFORE that. We also know they wanted to launch the standalone avatar builder even before the game started betas. This means (very hopefully) we may only be like 6 months or a year away from having at least something to log into and mess around with.
It's going to be hard not to be overly optimistic about that. ;)

I definitely wouldn't mind an under construction area over all of the mogul buildings but I would definitely hope it wouldn't be a big grey box. It would be cool for the "under construction" area to actually BE under construction. Cranes, worker NPC's who say stuff like, "Did you hear that hero/villain is building their own place here?!?!" And then a response from another NPC, "Yea! The baddies in the area are gonna love/hate that!"
But anyways, amazing update as usual, 2 years is a hard wait but as others have stated, it will be totally worth it. Till then I will enjoy whatever update-y goodness I receive :)

The background and description of these areas are really quite interesting, it will be interesting to see these places in the digital flesh and other historical notes to see how well everything matches up.
I remain skeptical, but also cautiously optimistic. My personal estimate for release date when the kickstarter started was Christmas, 2018. We'll see if they hit it or not, but there is work being done and updates continue to roll out, so I am willing to be patient.

2 years seems like a long time until I think back to last year when I watched Star Wars thinking how hard it would be to wait a whole year til Rogue One. Well....that went fast!
Same with CoH shutdown...it's been [b]four[/b] years? Wow! So 2 years will be here before we know it.

As an ex Coast Guardsman, kinda happy that a Coast Guard base will be a part of Liberty Harbor. I guess you are allowed to use the stripe on the sides of the ships?
I really love the design setup for all this. Different neighborhoods actually being different is such a rare thing in games, especially MMOs and Open World games, which is where it'd truly shine as something important. Particularly in Lotus Hills - a lot of western media treats the "Asian District" as pretty homogenous, but I've heard more hatred come out of Koreans aimed at Chinese and Japanese than I've ever seen between Americans and Mexicans (just as an example), so them being separated by neighborhoods makes a lot of sense.
An infinite number of tries doesn't mean that any one of those tries will succeed. I could flip an infinite number of pennies an infinite number of times and, barring genuine randomness, they will never come up "Waffles".
2 years till targeted release. 6 years in production that lines up with my guess of between 5 and 7 years.
Now any news on when the expected release of the Avatar Creator and the Base Builder? Those two things will make waiting 2 more years easier!

Maybe IRL USCG HQ would be willing to provide some revenue in return for some pseudo-marketing in the game. This could take the form of being written in a positive light, maybe having an actual recruiting poster up on the wall of the Coast Guard base in game, and maybe even an interactive object that provides a phone number, e-mail or website url to find the nearest USCG recruiter.

I believe I may have some answers.
The body of water between Innswich and Jenningston will be a bay, potentially the western end of Steward's Bay. It is fed by 2 rivers, one south of Innswich and the other between Kingsport and Titan City. Full labeling of water bodies will be next map due to feline sabotage-- yes, the cat deleted the homework.
Anyone notice that the road connecting Kingsport and Titan City steers clear of Innswich and the rail line (brown line) stops short of it. Wasn't there something about a rail line and escaping from Innsmouth?
As for the canals, most are legacy from the time of canal transport before railroads took over, so they're not too large and not in commercial use anymore. Except for the canal along the edge of NWRD, it's newer and wider for modern larger barges and still in use. The main restriction with the canals would be the clearances of any road bridges constructed or improved afterwards. They most likely wouldn't be high enough for yachts with masts to clear. Most other recreational boats would be able to use them if they can meet the clearances.
Neighborhood street orientation was influenced first and foremost by Comp, they wrote up a pretty thorough description of the city as the district and neighborhood descriptions illustrate. That includes geography (Firetown, Fitzgerald SQ), history (rebuilding and revitalization- Phoenix Plaza, Central Library District, New Bradford, most of Downtown). You may notice that even a canal was affected by such factors. The canal in Old Bradford had been repurposed into a waterway for the park. ( I really need to get you guys a labelled map >> << )

There doesn't have to be a 1 to 1 zone equivalency between the two games - they could simply combine both "flavours" into one CoT zone after all.

Concerning in game background info
Information on plaques is familiar and lends itself to badge hunting etc. Contacts making an exposition gives you a simple form of engagement.
I would like to see a few more options for investigative opportunities. Maybe goto the police department or FBI to review their case files on a group or specific criminal. Possibly watch a police officer's body cam from an arrest or engagement to see what tactics they use (magic heavy, reliance on technology, etc). Maybe talk to a contact or retired cape to hear them spin a tale and thus watch an in game cinematic. Talk to a clairvoyant and see their vision of events (possibly/probably flawed) via a cinematic. Heck, maybe goto the library and look at microfiche to track a group's movements & actions.
I think what I am getting at is that I enjoy slightly more immersive interactions. It can be a voice over from a contact or a cinematic or whatever. As long as my participation extends beyond just clicking a plaque (something I have done in several games already).

I have the sinking suspicion that they will be called ... Eph U's ... by the less than complimentary crowd. To extend the (obviously tasteless) joke even further, if they have Animal Husbandry classes, students taking those courses would set themselves apart by being called Eph's Ewes.
For people who don't want to make the obvious inuendo is obvious "F U" jokes, the alternative would be 'Sus U ... said in a manner meant to evoke the sense of "sussing out" or discovering the truth about things, like the way a detective would when they "[url=https://www.merriam-webster.com/dictionary/suss]suss[/url]" things and learn about them. This would be a less derogatory term for students committed to learning.

I'm curious as to the land area devoted to Ephesus University, mainly because of my recollections of the "40 acres" of the [url=https://maps.utexas.edu/#/utm]UT Austin campus[/url] just north of downtown Austin, Texas. It's hard to tell any sort of scaling from the Alexandria map.
The map does make a lot of things clearer though.

If the blocks are similar to Old Bradford then the short side of the blocks up by the fire department are about 0.3mi. So the 'Sus U is about 1mi by 1.25mi. Which google is saying is about 800 acres.
Google says my campus was >2400 acres. But we also have 30000 undergrads. Which is similar in size to the city the campus is located in. So 'Sus U is probably around 10k undergrads. Maybe higher as my campus also includes a substantial number of dorms. A campus in the middle of the city probably doesn't include many dorms or uses higher density high rise dorms.

800 acres? For a big-city campus, that's quite a sprawl. Pitt's main campus is only 132 acres for an enrollment of about 35,000. Then again, Pitt is very vertical, with the 42-floor Cathedral of Learning classroom building and the Litchfield Towers dorms housing 43 stories of students across three buildings. Carnegie Mellon is mostly low-rise, with 140 acres for ~14,000 students.

UT Austin has a student population of around 50k (or so), with a lot of them living off campus and using shuttle bus services to get to campus. UT Austin also features a single high rise dorm that has so many people living in it that the BUILDING has its own zip code(!) ... for Jester Dorm. That's right, an entire zip code for just one building of student dorm residences.

A mock super hero? or perhaps one that died long ago
Both of the colleges I got degrees from (Lehigh University in Pennsylvania and University of Florida) have campuses that are ~2000 acres, according to Wikipedia. Lehigh's is on the side of a steep mountain in Bethlehem, PA. UF's is basically a flat plain with some very low hills and valleys, and a pond called Lake Alice in which a real alligator lived when I was there. They had to stop campus car traffic for the alligator when it would go out on the pavement to sun itself, since it was endangered. Not sure what the deal is these day, as I haven't been back since 2005.
As far as a mascot for Ephesus, some sort of ancient greek type of deal would be good, like a hoplite or a phalanx or something. The term "hoi polloi" (pronounced HOY puh-LOY) is an ancient greek term meaning "the many" (and by that they meant the greek common people, as opposed to the "hoi barbaroi" which meant "the barbaric ones" i.e. the non-greeks). In the old days, the classics were studied at universities in the US quite a bit, including at Jesuit schools like Georgetown in D.C. At one point the G-town football team had a really good offensive line which gained a reputation and was the subject of the cheer "hoya saxa!" meaning "Such rocks!" in a mix of somewhat corrupted greek and latin (and this was in 1894, long before there was such a thing as a meme, let alone the "doge" meme). The term stuck, to some extent, and the Georgetown teams are all called "The Hoyas" to this day. Interestingly, the word "Hoya" means "what" or "such" in greek (although it would be spelled in greek letters...), whereas "saxa" means "stone" in latin. So the Georgetown teams are basically called "The Suches" or "The Whats". Maybe Ephesus could be called "The Hoi Polloi" or something and as it's mascot you could then have a greek-looking soldier, a guy in a toga, Hercules, etc or something like that.
In any event, the term "hoi polloi" meant commoners in ancient greek, not rich people, ironically, given the connotation that the term often has now.
