Zones and Leveling

I got to wondering if it be possible to Level to Max in one zone. Say only stay in Downtown or N.E.R.D. will you still be able to level all the way. Or are these Zones between level ranges.

It be nice if the Punisher like anti-hero could only stay in the bad hood. Or the Tech based hero stay in N.E.R.D.
