I think a refugee camp would be an interesting and cool looking zone while honoring CoX. It would also hone the struggle to find a new home after one is forced by circumstance to leave the old one. I really liked fault line in paragon city and this could be a similar Inbetween style zone.
You could have neighborhoods with various levels of development to show when that part of paragon city blew up (boomtown fugees in nice gentrified homes at zone entrance, galaxy city refugees in early GTMO esque shacks). Have clockwork inspired enemies in boomtown part, trolls in hollows part.
It would also be a place where one could be snarky towards NCSoft although overall I commend MWM's high road approach. (Graffiti on the walls, neighborhood names, maybe a half built Korean/us auto plant neighboring the camp)
I don't know. I'd enjoy playing in a zone like that. (Maybe explo badges themed after the cox devs characters)

Well, it depends who the perpetrators are. If its the Rikti, then it might not offend as many. :P
I think a much bigger problem is that the COH lore is still owned by someone else who might not be happy about us using it. Especially since there's talk of doing other things with the lore, including possibly bringing back the game in some form.
I'm sure no one here wants to get shut down by a lawsuit.
