I was watching some of the player-made videos from the old game last night, and I was wondering whether MWW will hold film contests like they did in the early years of the old game. I was never quite sure why they stopped doing this, because I still find the winners' entries quite entertaining.

My personal guess is... just a practicality issue. Running contests is potentially time-intensive for a company, someone needs to track and review entries, maybe multiple people need to watch them. There may be legal issues involved regarding IP, legalese, prize distribution and the like.

On the other hand, I think it might be a good idea for MWM to allow a volunteer project to go through.
Volunteer judges could then review the entries and submit the top three to the Devs...Three videos wouldn't take too much time away from the game.

I think you're discounting the fact that the devs sometimes need a change of pace from what they are doing to get the game out. I know I do from time to time in my workday. Seeing the spirit and energy that customers have about the product YOU made, can give a developer a much-needed shot in the arm, reaffirming their efforts and providing some fun entertainment in the process.
But if it is such a regularly occurring thing that it starts to become a chore, then I would agree that it would be time for volunteers to pick up the slack.

Like PERC and PvPEC, I'm sure there will be plenty of community-led efforts for players to express their creativity.

I remember my guild Vashta Nerada won the Skyforge Dance Competition Music Video and that was a real bonding moment for us. All the coordination and communication was one thing, but the pride that came with putting out the final product, and then the victory on top of that made us feel something between us.
And the more an MMO's players can form strong social bonds, the more I think it is likely to keep them playing the game. So I think it is in the game's best interests to have something official like this with all the marketing and recognition that comes with it, and not just a grass-roots effort by the fans.
Not that grass roots efforts are somehow subpar, or can't even be bigger (take Burning Man as an example); just that grass-roots efforts take time to gain momentum and gather critical mass and get buy-in from the rest of the fan-base. An officially declared and judged contest by MWM would have maximum participation from day one.
