So the way the "powersets" are going to work mainly. Say I choose a aoe set that's gonna have my basic powers, then I'm gonna choose a theme (electrical, fire, toxic, etc.) and that's gonna set my perk for the set be it dot, end drain, -acc, etc. Then I'm gonna choose my mastery which is further gonna decide how I use the powers selected in the primary set, and on top of all that I get to choose the animations and effects for said "powerset". Effectively making countless variations of the same primary sets? I'm also assuming the same would go with you're secondary set?

I've been trying to piece this together myself, but from what I've read, I believe you choose:
1. Classification
2. Primary Power Set - Classification filters what primary power set you have access to.
I'm not sure if you design your entire power set now or as you gain levels:
a. Ability delivery (recharge/amount/speed/cone/aoe/single)--might have level restrictions
b. Ability Type (burning,healing,energy,smashing,etc)--not sure what official types there will be yet.
c. Theme (Fire, Wind, Electric)--I think some might be filtered based on ability type
d. Animation (the way you look when you deliver your ability)--filtered by ability delivery.
e. Color
f. I think somewhere in here you'll be able to weild a weapon, but I'm not sure where it goes in this process.
3. Specification - Classification filters what specification you have access to.
4. Secondary Power Set - Specification filters what secondary power sets you have access to.
a. Same as primary
5. Mastery - Classification filters which Masteries you have access to.
6.Tertiary - Filtered by which Primary/Secondary powersets you choose. Available at a later level? Not sure.

Oh, and I forgot Travel Powers, but those apparently will be further customizable. And I'm unsure how pool powers such as stealth will be chosen.

Not quite, but close. You pick a base power set available to your classification/specifcation. It will have the damage type, secondary effect, number of ST/AoE powers, etc. You then pick a theme this could be a fiery effect, an electrical effect, or what have you, but it does not effect any of the mechanics of the set. Then you pick the the animation your powers use. Each animation set will be balanced so the animations all take the same amount of time for a given power. There will be some limitations on this (for instance you probably can't use a rifle animation on a melee set), but other wise you can go to town. Want to launch a fireball from you mouth, ok; want to launch a fireball from a wand, go for it, Want to launch a fireball from your flame thrower, you got it. You can also expect to customize the colors / choose the model of the prop you are using for your powers.
This gives the ability for the devs to balance a smaller set of powers but gives us near infinite ways to make the powers look in game. The system is also open to alow new animations to be added with ease to the game after launch (a perfect thing to sell in the store, btw). Then you can pick the mastery which will have various effects on how your character plays.
Travel power is selected during character generation. You will no longer have to burn a power selection just so you can fly, and you will have it from level one. Expect some level of customization with the travel sets. Tertiary sets should also be customizable just like your primary and secondary.

Syntax, I feel bad asking after all that great reference linking you did, but do you remember where you heard what you related above about the travel powers? That's the only part I don't remember ever hearing before.

I will have to look for it, But I know I heard mentioned somewhere (and that may not have been the forums or KS updates) that travel powers were with you from level one. The customizing of them is just a safe assumption at this point based on what's happening with the rest of the powers. It is possible that had been abandoned I don't have any inside information on the development.

Ok, searching through all I was able to confirm that the travel powers fall under non-combat powers. Whether or not non-combat powers count against our combat power selections or the two are separate I have no idea.

It's no problem. The forums have pretty much hit critical mass at this point. If you weren't here from the beginning at this point it's very easy to miss stuff mentioned in passing months ago and buried several pages back. Add to that it seems like every day another lost soul finds their way to our community and they need to catch up on what had already been said. Hopefully, the links I pasted will help a few of these people, at least until it gets buried three pages back ;)
