There been talk of Voice acting sometime down the line. For now however they are going without voice acting. Like how CoH started with and build on that. There two reasons, one time. With the goal to get something out fast it's faster to use text bubbles like a comic. The other reason is money, not just for voice actors (sure they can get volunteers for that) but also the tech and equipment that might need to fill a whole city with interesting voices.
Yeah for now there wouldn't be voices.

Im 16 i could do voice acting for the younger characters i have a average so so deeper voice
Don't want to be a wet blanket but voice acting for games falls under some rules like normal acting. For some odd reason people aren't allowed to take off the street people to act in things. You tube sure, but gaming and others dumb rules and code.
Maybe in America... but I know of people who have done VA work for Cryptic who are not members of the Actors Guild. Maybe its because the voice actor was based in the EU.
Side note: In the UK, you can actually be an actor without necessarily being linked to an actors membership. Infact several of my friends/collegues have appeared in films such as Snow White and The Huntsmen, Outlander (TV Series), Robin Hood (Russel Crowe version), Thor and Thor 2.
All the membership gave you was a guaranteed minimum pay check. But then again, most of the time you do something like this for the fun of it, at least at the start. Once you start getting into a series of films/productions over a period of time, it could then be worthwhile paying your dues.
