1. Does the Chat Log need to be on your screen in a certain area? Fades to translucent after inactivity?
2. Where do you prefer your powers tray be located, any particular reason?
3. Where does the Map sit for you? Would you rather have the Map be translucent as well?
4. etc...
IMHO, the answers to all of these questions are "I'd like them to be just so, and if I can't have it just so as the default, can we make it easy to adjust and save so that once I have my first character's UI just so, I can easily make all my characters' UIs just so?"
I think getting things close enough to "just so" for more than a fraction of the players will be a matter of luck. Make it all easily adjustable, saveable, and loadable, and the vast majority of players will be satisfied.

I love no UI more than Marvel Heroes. I simply wish there were a place to show current buffs and debuffs on the icons of your teammates for a proper MMO
But I love the idea that all my personal characters stats are right on the bottom middle (in one place) where I can see it all graphically (not in bar form which i hate).
For teammates you have the traditional top left (so I only need look there when playing a healer or tank)
For Map top right but hopefully integrate the mission UI in it like in many of Wildstars Addons
I NEED to be able to hide the mission UI until it "dings" and I've completed the missions. But I hate seeing a list of 20+ missions along the right side.

Also, i've see other games used qwerty.. asdfgh.. for Powers, but i never played them.
How do you move your character with the keyboard? Just with the Arrows? :)

Which Screen Zones (numbered 1 to 9) do you put more or Less precedence on?

Ex: 6, 7, 8 show the floor most of the time in 3rd person views.
But 2, 3, 4 could be showing something in the distance, which might be more relevant to your current task.
Can you rate each of the Screen Zones from 10 (very important) to 1 (not so important if other UI elements are covering it).
Do you make sure to place panels that are More Translucent in the Higher Rated Screen Zones? and the Panels that cant be made translucent in the Lower Rated Screen Zones?

Preferred movement keys: WER/D (ie. offset by 1 to the right and inverted from usual W/ASD).
Preferred throttle up/throttle down keys: Q and A
Preferred Powers keys: 1-0 and F1-F10. Use Ctrl and Alt to address more than 2 trays, for a total of 6 trays.

Personally, I'd prefer a UI very similar to the one in CoH. We do want it to be familiar after all. Barring that I'd like the ability to customize it to something similar.
I really don't think we need a map as a permanent part of the UI. I feel it looks out of place or is superfluous in certain games, while it kind of makes sense or has an actual purpose in others. So unless the gameplay dictates that a map is necessary most of the time I think we can safely hide it under a navigation tab like CoH did - if nothing else but to avoid UI clutter.
IMHO the map should be an "expanded" version of the navigation bar. Click on a button or press a key to make it drop down, press again to make it roll up.
And the target window should be frameless and have a partially-transparent background.

CoH really got a lot of things right, including most things about the UI--though there's always room for improvement (read- increased customization).
Y'know, someone should make a next-gen game based on CoH...

I didn't show it in the example, but once you hit '~' 2 Times, focus changes from 1st Row, to 3rd Row.. and now you can Press 1 to 0 to activate a power from the 3rd Tray. ;D

Understandable. If you like to use the mouse pointer to click the powers, with a handful of rows already visible, then you dont have to worry about switching rows. Of course, like CoH/V, there might be an Up/Down button you can mouse click on that switches to a previous or next row as well.
So, this wont adversely hinder your preferred method. :)

I like the CoX style. Power trays on the bottom from center to right, current mana/HP/XP etc on the upper right, chat in lower left, nav map/compass in upper center and target info in upper left.
That said, I like being able to turn any of it on or off and to be able to move stuff around. I would like to have multiple power trays and multiple chat windows. I would also like to be able to open at least 2 windows showing my inventory storage so that I can drag stuff from one sub-compartment of it to another.
Edit: In CoX, I used to keybind a power to the tilde key. It was usually a "panic button" power, if I had one, like a self heal or something. That key, being on the corner, is easy to find by just feeling around for it with your left hand, which is handy in emergencies where you don't wantt to look down at the keyboard, but you do want to activate a specific power more or less unfailingly.

I normally had it working as a Tab Target, but for Allies. i.e. TargetNextFriend. :)
Side Note:
It would be nice if hitting Escape wouldn't Cancel a Queued up power that was still recharging.
I used Escape Allot to unTarget a Foe, then Tab again to target the closest Foe.
Handy when playing a Squishy and you need to KB a Foe that just got too close to me. ;)
I guess, hitting Escape a Seconds time, when there's no Foe Targeted, could cancel a Queued up power?!

I'll have to admit, I did like the Recharging power Grayed out, with the red Clockwise Wipe over it to show its approximation when its done recharging.
Plus... NO Countdown NUMBERS on top of each power needed. Thats A Win, for me! ;)

Also, Number 6 has a Ring Superimposed. Is that when a Power is active? Toggled On?

The number 6 is called Supercharge power, after hitting the enemy's many time with ur weapon the orange color circle will grow up every time is 50% u can use 1 supercarge. Is something similar Ultimate Power where cooldown is 5-6 min, but this has no coolddown is only matter of how many hits u did with the weapon.

Not all of those powers used 50% supercharge, some used 100% and some others used "only" 25%.
The ring around the power was for indicating how much you needed to get to use that specific power. And there was a bar together with your health and resource bars that showed the full amount you could store.
