Is there a game yet?

It probably seems like a silly question, but I see there is a Bugs forum for free-to-play players to submit bugs. The website has scant information, and the forums are rather sprawled out.

I think things like the

I think things like the costume creator app is supposed to be out long before any version of the "game" itself is released so I imagine the bugs section will start to get some real use in the not too distant future.

If by that you mean in the next few months then yes. Last time I read they were going to try to have the costume creator app out by "this summer".
