I don't see scrappers as any kind of slow fighter -- they are the fastest fighters in any game, and still decimate the modern Jedi in SWTOR, pathetic creatures.
Perhaps there is positional stuff such as avoiding an incoming hit, ideally one telegraphed with a buildup for thos purpose. CoH had this for AV alpha strikes, as any regen-based scrapper (or SR and WP, I believe) since they could not survive an unmitigated hit.
Just, whatever you do, leave out "YOU ARE HELD!!! PRESS ANY KEY AS FAST AS POSSIBLE TO BREAK FREE FASTER!!!"
God almighty, no. Power choice and equipment and slotting can affect it, but not direct combat button mashing.
