Slated for Launch?

Simple question: is the mission creator expected to be implemented at launch? I wasn't able to find a clear answer.

As far as I know the player

As far as I know the player Mission Creator wouldn't be at Launch. I could be wrong I not a programmer. However from what I have read and heard the demand to get something playable and fun out fast is top priority. The Mission Creator is a bell and whistle addon that would take time from something else needed for the game Launch. So I assume it moved to a later patch expansion.

I've also assumed that it won't be available at launch, but I didn't know whether or not the devs have given a concrete verdict on the subject. It definitely seems like something that will have to wait. I'll stick with that expectation unless a dev says otherwise.
