I again am new and haven't read every posted ,so I will be brief this time
as I don't know whether or not the top has been approached. I would to see and ,I mean literally see,like a simple yet customizable user interface, heads up display etc, that encompasses all that we would need for a "keyboard and mouse game?" I've played some games and as a visually impaired person; a cluttered dark mono toned ui with all kinds of I don't know wtf is very hard to work with. Coh's was to me like starcraft's hud very simple and easy on the eyes, not too dark and not so bright that its blinding. Most accessibilty functions set to a pc don't work in game.

Izzy is doing some simple UI development here: http://cityoftitans.com/forum/do-we-want-slightly-tilted-ui-panels but that may not all apply to the game.

All things being equal I would assume that the GUI for CoT is not going to be radically different from that of CoH. There may be graphics quality improvements here and there, but the general the "look and feel" is likely going to be fairly similar. As a "spiritual successor" to CoH it wouldn't make a whole lot of sense if they changed things around too much in that regard.

Im hoping they will have at some stage (prob not launch) the option to 'skin' your UI more than just colour and positioning.
Like allow me to chose a plant/vine look, or a stone, or tech/metal, or fire, etc.

I like those too, when you can specify the translucency on the texture, but i wonder if UE4's built in GUI can handle that.

It's an open question how much of UE4's built-in GUI they'll use, if any.
