Some shapeshifting could just be a matter of costume changes, but what about using it as a travel power? Seeing the Lady Latoki character in the most recent update reminded me of a wereraven character I played in a tabletop Dresden Files RPG game. Of course he was more trickster than combatant, but turning into a raven was useful for travel/spying/recon.
While turning into a bird or other normal-looking animal might disable many combat powers, a travel power with a built-in 'stealth' feature might be worth the tradeoff of not being able to fight very effectively in that form.

Shapeshifting is an inherently complex game mechanic, particularly if (like Kheldians) you can't use everything you can do in every form. And that's before you get into the Costuming aspect of things.

Agreed. That established, this is another application where having a 4-legged body frame in the assets, complete with animations, etc to go with, would be a huge boon. You get vanity pet cats that can walk around and stuff, you get the possibility of 4-legged mastermind pets, 4-legged characters (which a certain patriotic kitty would be very enthusiastic about), and you get added utility out of a shapeshifting power. But that requires those assets to be created, and that could take a lot of work. It may be worth it down the road, though.
I think the ultimate application for this though would be if the game can believably turn 5 robotic lions into a giant robot wielding a blazing sword.

I'd like to see some other aspects of this used too.
Melting and flowing at Super Speed, maybe a little less? Would make sense for a character with power animations centered around liquids.
Dissipation into a swarm of insects as either a flight or teleport animation. Simple shortcut is to make the swarm a visual effect and turn the character model invisible, but it would still have the look of a shapeshifting power.
