I'm going to assume the servers for the launcher to connect to are not up since it not connecting. Is there a schedule to when they are up like weekends only?

Ever since the launcher went public it's basically been up 24/7. There's no published schedule for downtime so if it's down right now it's either not supposed to be or they brought it down for a quick bit of maintenance.
EDIT: I just tried it and got into the "game" at 17:24.

We've had some problems with a small number of ISPs, mostly in the US west, blocking our server for some incomprehensible reason. If you have a VPN service, try using that, most users who've tried that have been able to get through that way.
We do have a new launcher in progress for Windows (it's already in use for the Mac), which has the capability to fail over to multiple download servers if the normal one isn't accessible. But the launcher that's in use for Windows right now is only able to use the original test server.
I don't have an ETA on when the new launcher will become available for Windows; it got bogged down because an essential library we use is only available for Win32, and our new launcher code all has to be Win64. So we're in the process of trying to replace that library.
Note that the "server" at this point is the just patch download server, there's no public MMO server for the game yet.

We are using a mega server system. Everyone is playing “on the same server”. With maps being replicated once they reach character thresholds.
There will be a separate PvE and PvP phase of the entire city. No one has to enter the PvP phase if they don’t want to.

No, it is in pre-alpha, which means if you buy at the $50 tier or higher you get the game and early access. Early access right now only contains the avatar builder and a small map to run/fly around on; no missions, no combat, no 'content', just movement and you can adjust the weather.

Well I did the kickstarter, but on the https://store.missingworldsmedia.com/users/..../rewards/ i can only see the avatar builder.
For the pre-alpha is there another installer somewhere?

No. That'll be updated to the current version of the client after you launch it.
