Long and short: the SCP foundation is a fictional entity tasked with Securing, Protecting, and Containing "anomalous" objects or entities called SCPs.

E.g., [url]http://www.scp-wiki.net/scp-019[/url] a pot that generates rikti monkeys basically :p, [url]http://www.scp-wiki.net/scp-318[/url] a printing press that makes a scroll containing the person's personality, or [url]http://www.scp-wiki.net/scp-1322[/url] a hole to another dimension that wants to kill us all :)

I think the most interesting thing about the Foundation is that they don't seek to simply destroy every anomaly they find, but contain it safely...even at great loss to personnel.

Now you can't have the Foundation in City of Titans since they'd want to lock up every superhero, but some of these are super interesting idea fodder. Maybe a smaller scale type organization with a habit of locking up supers could be a thing in City of Titans.
