They are trying for late 2015. More earlier release for the Avatar creator and Base Editor. Of course at this stage it just a rough guess.

But given the delays and hump in the roads, and "oh crap. that isn't supposed to happen", and the set backs, vacations, change in direction, new ideas, old ideas, reverting, something getting lost, something found, "Is that Q-bert ? How did he get there. It suppose to be a picture of the main hero for the cover!", and just in general* Murphy coming to visit stuff, more likely about mid 2016 to near 2017.
We tried to get the Doctor to get us a firmer ETA, but he just straightened his bow tie and said, "Sorry. Spoilers."

One thing for sure. They will be doing as much as they can to get something playable out as soon as possible and have good quality.

Help me a little bit: What does the Base Editor do? Building Bases like... Supergroup Bases? Aren't other things much more importent then this?
Considering the fact that one of the things we ALWAYS wanted to do was to be able to use the Base Editor to create environments for Instanced Missions as well ... no, not necessarily, when it comes to matters of importance. I'm reasonably certain that if Cryptic had known (pre-launch) that they were going to get as far into Player Created Content as they ultimately wound up doing at Paragon Studios, they probably would have invested more in making the Base Editor a much more robust and solid Environment Editor that could create Bases as merely ONE of the available options.
Bottom line being, if you build it *RIGHT* you'll get a heck of lot more use out of an Environment Editor that you can make available to the Players than you will out of a "mere" Base Editor ... in part because an Environment Editor can be used to spur (and outsource) the creation of [b]CONTENT[/b], which is the most expensive thing to produce in any MMORPG.
A Costume Editor makes for great advertising and draws interest to the game.
An Environment Editor, which can make Bases as merely ONE of its functions, harnesses the creativity of your community in ways that can potentially [i]expand the game[/i] in ways that help overall production.
These two things are complementary, rather than in competition, to each other.

Ah, ok then it makes sense, it's much more then just a base editor. Maybe we can help a little bit then with making maps for instance missions and so on... sound cool...
That's the hope many of us have. Imagine how much time can be saved by the Devs if they get 100 usable maps for interiors? I say usable because of course some of the submissions might be junk but that's fine. Even a bad map might contain good elements that can be re-purposed into something else.

Well..time to get in this dang Cryopod and tell the Robot to wake me up, when it's out.
Normaly I'm not that bad in such things, but I need a tool that a noob like me can understand, without typing any command lines or searching in a complicated menu for any hidden options. I had a lot of fun with base building or the mission architect in City of Heroes. Yes, this sounds like a lot of fun building some maps for the game later.
Not only that the Environmental Editor would be a restrictive version of the one they use. So releasing that early they get testers right away figuring out bugs in the system a lot faster then if they wait.
The big reason for the stage releases are. A.) getting something for the community to use soon. To ease our suffering! B.) Like Redlynne said advertising. Of course we be spamming the heck on boards, facebook and such about our latest creations. C.) Fund raising. The Avatar builder and Environmental builder going to be linked to the game store. New costume parts, new plants and other items for the Environmental builder. All can be bought in the store when they get them done. That goes into the money pot for the full game. The snowball effect.

It'll be ready when Its ready.
Having said that, they are doing a fantastic amount of quality work, given that it is all volunteer, part-time work.
Game has come a long way. I missed the kickstarter but found the videos of when they had for Devmas? Was that the name of them? Keeps looking better and better. :D
