I know we will be able to change the color of our powers, what I was wondering if we will be able to make a truly black or white power? In the past, certain games could handle tinting the powers the colors of the rainbow, but they couldn't handle doing black or white. Is this still the case with modern games, or has this been resolved?

I know color selection was available in CoH eventually, so one would assume it would be a thing for CoT.

I doubt previous games have prevented people from using black or white as colors for powers because of any specific graphics limitations. It may have more to do with how the power effects are drawn and whether they use white or black as contrasting outlines around the effect.
For example take a look at the following pic:

The beam coming from Cyclops is drawn using black as an outline around the edges of the beam. If you could re-color the interior part of the beam solid black you'd lose all the detail of the beam and it might cause other unforeseen problems in a game like this.
Again I'm not saying it would be impossible for the graphics software to use black or white as options for this. I'm just saying there might be artistic impacts and/or clipping issues that might make using black or white look arguably worse than using other contrasting colors. I suppose in the interest of full customization CoT should allow us to use black or white even if it negatively impacts the overall visual effects. *shrugs*

IIRC the limitation to only let you change hues was to limit the number of cases the developers have to validate to make sure they don't look bad. When you start changing saturation and lightness as well, you have to deal with the folks that would make certain revolting shades.
