I have few concepts that work, I ha ve The Lawman written up, and pro bably a dozen or more rattiling in my head. What are your thoughts, Hero?
Essentially my thoughts on RP power levels is based on how specialized a character is. The less powers a hero has the more they should be able to shine at that one thing.
So if we take Superman and The Flash which in any given instance is faster? In an RP thing it should be the Flash, cause that's his whole thing. So Superman would be super fast (or faster than those without super speed) but Flash is faster. So if they had a race Flash would/should win.
Superman and the Hulk, Hulk is stronger because Superman has more things in his kit. Arm wrestling, goes to the Hulk.
Essentially it boils down to the less a character can do the more they should be able to "win" at the one thing they can do.
Baring any additional circumstances, kryptonite, Hulk not being angry, etc. Or, of course, if the player of a character decides that they don't think their character is better than others at a thing.
It's not a perfect thing, and it doesn't account for weird powers, but it's at least something I think should be considered.

What was your thought? And yeah I would say lower to mid, since theifea is they are relatively new to heroing, and if they’re already at their peak why would they need a team?

The answer is, never :p
Groups may tend to have a power level idea, but even then, with creative thought, that can turn into some powerhouses after awhile.

When it comes to statless RP players need to let their egos go and allow their characters to be able to lose.
A player playing Black Widow should know and accept that unless they come up with something clever they won't beat a character like Superman. And on the other hand the Superman player should accept when another character does something clever and allow said thing to work.
Superman has a weakness to magic, so maybe Black Widow got her hands on some Asgardian bullets, so then Superman's player should at least allow themselves to be injured by such an attack.
Usually RP fights boil down to both parties being unhittable and uninjurable. Which tends to be no fun for anyone.

I, 100% agree with all of this seeing that this is the proper way RPs of this magnitude should be handled. Of course, you will eventually come across players who are not willing to contend with such rules and can really ruin an RP event or story arc just because one can be too stubborn to handle the fact of their character being defeated, even temporarily for short amount of time. I do believe this is where we find the famous 'godmodder' trope, much to everyone's dismay.

Thought to be truthful the "Godmodder" Roleplayer can show up in all kinds of RP. Even when there is a system in place you get those who milk the system for every advantage they can the "Min Maxer" types.

Min/Maxer isn't a godmodder. So different beasts. Though, I'd bet a godmodder would be a min/maxer if rules were set.

I know they are different just pointing out that even in a rules set game there are some that will use every advantage they can. Another annoying type is the Rules Lawyer and Rule Bender. Those who argue the rules for they advantage.

You have a format in mind? With stats would they be like, a rating from 1 to 10 or just like "max lift x kg/lbs"? If we have numbered stats what's the number for a baseline adult human?

I don't really see the need for character sheets unless people are absolutely dead set on the idea.

I may actually refrain from posting anything regarding a character sheet for my hero, personally. Mostly out of whether it's a registration sheet or not, my character's information isn't supposed to be in any sort of database at the moment.

If it's for OOC purposes then I wouldn't see it as too big of problem not to. But since it was mentioned and I have read through the information regarding registration, I do wonder how would such a thing affect teen heroes? *ponders*

Perhaps before (or after) registration, teen heroes are required to sign up for a mentorship program or training classes of some kind?

If I'm remembering correctly I think there's a few types of registration. There's a lighter form which just involves telling the government your super ID and your powers, then there's a full on full registration where you tell them everything.
Though I can't say for sure where I read this info. It's possible that it's from something else.
If what I'm remembering is true then Teen heroes would likely fall into the former category if any as surely any adult would try to stop a minor from putting themselves into danger.
But it's questions like this that makes me hope we have some sort of lore directory that can be easily accessed when the game launches.

Because Rio's initial manifestation was public, she has registered, but that registration reflects her powers as she understood them at the time. Her range limits are understated by several orders of magnitude. ^_^

Technically speaking Starlight is just two years old. Alien biology lol. Her parent Selandra (UnKnown) Rose isn't registered being a vigilante punisher type of character. Given how Crystal wants to follow the more Hero path she would register.

Just wondering, how do you think we should get all of our characters to meet each other?
There were some thoughts in this thread earlier on how to group up. Do we have any volunteers to instigate the villainous plot?
Also, for those who may have been looking out at the river at the right time, Rio's standard 2.5 meter (8 feet and change) broach puts out as much light in one atmosphere as a typical streetlamp, mostly in frequencies related to the ionization of (in Earth's atmosphere) nitrogen and oxygen (so, blue with a bit of UV). The underwater broach puts out light typical of a hydrogen flame, and a lot of bubbles of hydrogen, oxygen, and steam, but it was a a meter and a half underwater and at the middle of the river/bay. Estuary?

Maybe he does some surveillance, watches them in action, follows reports of various young heroes across the districts in Titan?
A jaguar themed vigilante patrolling Diamond Beach, a energy themed ‘urban ninja’ in Aurora, a blind girl who can fight like the Bradford Boxer in Downtown-chasing rumors and maybe doing a stake out?
Or they could all meet at the same drug bust or crime?

It sounds all well and good to me. For the most part I would imagine it shouldn't be too hard tracking at least some of these heroes down. At least I speak for myself since my guy can't be seen without his 'iconic' energy punch. :P
Edit: Also I was thinking, if it was cool with everyone else, about the idea of having a Discord channel if not now at some point. Just so it can be easier for this thread and discussions about the team to not get lost in CoT's forum archives.

I do have a few teen-or-less characters who might fit into this crowd, but they're more the sort that might be assigned to an existing team, or carefully recruited. Unfortunately, except for one, I'm not even certain if they can be created in CoT, and that one is a twin and I'm not certain my twin-player will be investing in CoT. I'm going to have to wait until there's a game.

Yeah, I used her civilian name when she in human form. When I posted her helping at the car crash she said her name was Starlight. Her mother is even more confusing! The female Human name is Selandra Rose, the Black alien form is Unknown, and Male Human form is John Doe.
I have fun with Unknown a real challenge to try to think differently. Crystal thinks more like a normal human.

Okay, so I've taken the liberty to create a Discord server just so it's easier to keep track of everything and make discussions more convenient. I would like to stress that no one should feel forced to use it if they don't want to. I'd figure it act as the perfect tool for everyone to chat amongst themselves either about CoT, the Superteam, or anything they want. Also just as a note for those who may not know what Discord is. It's similar to Skype, but for gamers (as I've been told). You can have a multitude of different text chat and voice 'channels' to talk with friends while playing video games. You can either download it, or access it through your browser. I've grown pretty accustomed to it over the last several months since my switch from Skype.
So if everyone is cool with it, I'll post the link to the Discord server here, or in another forum thread. That way those interested in this team are all in one place. I wouldn't like to make any drastic decisions without everyone's okay.

Just because your teen is homeless doesn't mean he/she doesn't know whats going on in and around the school. I personally like the high school theme. I have two teens and their lives revolve around the school, friends, frienemies etc . . .

One way all our characters could meet is some kind of after school program for super powered teens, and one who determined to prove a normal person can be a hero.
Even in a city with such a high population of powered people. The number of students with powers wouldn’t be very high. So it’s logical that there would be an after school program to train the powered teens how to control there powers. This program could bring different students from different schools to one central local that has the expensive equipment to train and test super powers.
In order not to be sued for discrimination they let normal people try. So Sparrow could be included.

Hauntress doesn't go to school, for reasons. Though if someone's kidnapping powered kids it could tie nicely into my post on the RP thread.

Also, not sure how Scarlet Striker would adjust with an after school program for super-powered teens since he personally despises normal after school clubs and activities as much as they are. Hell when he first discovered his powers, he initially used them to fool around and just jump across rooftops, letting off some adrenaline.

Was that initially there? I could've swore that part and the last sentence was edited in. Anyways, not sure if the after school program is the best idea. It just sounds so much more engaging to have him seek out and form the team. Plus, in a superpowered after school program I feel like it'd be easy for others to go "What's he doing here? He doesn't even have powers!". I'm a little tired of that trope showing up all the time.
I'm certain it was there initially, although I will admit when I first read through the post I had to do a double take myself before finally realizing that the mentioned 'normal person can be a hero' line was referencing Sparrow. I also second that maybe it would be better if Sparrow sought them out, at least one pattern that's easy to pick up on is how at least some of the teen heroes have a designated district they've been/or operated in. So tracking their movements through what neighborhoods they are most active in shouldn't be a problem.

I guess I must've of missed it. I'll admit that I was preoccupied and only glanced over it, so that probably explains why.
So it sounds like we're going with the 'Sparrow surveillance and scouting' route then? For Nagual he could start in the more urban areas of Highpoint and works his way lead-wise towards Diamond Beach, with most stories citing that a young cat like vigilante seems to accompany home late club-goers with a bit too much to drink going home, or watching after store owners on their way to the atm, stopping muggings or attempted assaults, and minor drug busts and the like. He doesn't seem to want to go after big targets or villains, and leaves large law enforcement operations to police and mid level, big time heroes.

There could be a combo of ideas. Some could meet at the “Responsible Power Training” class. Then after class or club event they could head to a fast food place for a bite to eat and noticed something.
At the same time those who are not in the program could be investigating some crime when the others notice.

Surveillance of Hauntress will be difficult as she doesn't show up on cameras (spooky), but that could make her easy to pick out if someone was actively both looking and recording an area.

Well, how about other forms of surveillance. Does the Hauntress show up on Thermal Readings? Or the absence of heat like Unknown shows up on Thermals as dead a dead spot where no heat is recorded. Does Hauntress produce recordable sounds? How about electrical readings? Motion detection equipment?
Not to mention some Super Tech thought up by some mad scientist?

On thermal she'd be a mobile cold spot, sounds definitely, electrical readings probably, and I'm not sure how motion detectors work so I can't answer that right now.
As for super tech, she'd show up on equipment used to detect ghosts. And possibly things that detect brainwaves.
For magic she'd show up as alive, dead, and undead.

It could also be possible that some of our heroes have crossed paths before. Then it can be like movie civil war's "I know a guy" kind of thing.

I have been rethinking how Starlight powers work. I'm going to add in the healing aura effects and range healing that the Empathy power set CoH had. Offensive powers are energy blasts. She can still heal by touch it's easier for her that way. Range healing less controlled more general overall healing where touch healing can be focused on one wound.
She prefers attacking at range mainly because she can feel the pain of others. Imagine feeling every punch or kick you deliver to someone else. By fighting at the range she doesn't get as much feedback. This can also be a weakness for her, her telepathic and empathic powers can overwhelm her.
As for looks think of Starfire from Teen Titans. Golden hair instead of the red.

Broach's appearance: female Eurasian (Germanic and Vietnamese, with additional scattered nationalities), 5'8", 120 pounds, Brown eyes covered by green contacts, fair skin, dark brown (nearly black) shoulder blade length hair.

Okay, so I finally made it in.
Because of her superhuman balance and strength as well as being able to hear ANY noise she makes, Kate is very quiet in her movements, but is not undetectable. If he was focused in her direction, Nagual could probably spot her.
Also, those who are sensitive to energy or have other superhuman detection means may be able to pick up on the "touch" of her blindsense. As stated in her intro , it functions akin to [url=https://en.wikipedia.org/wiki/Lidar]LIDAR[/url], just using telekinesis instead of lasers. To the average person, it would feel like the lightest of feather touches and could be mistaken for the wind or a shift in clothing. To a powered person... :-D

Sure, that'll work. Bit of nitrous oxide, as well, come to think of it. But only traces, as ionized nitrogen and oxygen from the edge effects recombine. Mostly they just recombine into nitrogen and oxygen. ^_^

For starlight's empathy powers Hauntress detects like a normal person when she's solid, but would be more like the dead spirit when not.
When she's not being all ghosty she gives off mainly despair.
