It kinda reminds me of the Slopes in Pocket D during the Winter Event but seems different.
Never seen this in game and 1st time today seeing it on the video.
Could it of been part of I24?

the tubes again but that slide he goes down seems to follow the path of the fist slide in PocketD
including the breaks where you fall out of one pipe and into another.

I thought it looked like that too, what throws me off tho is the platforms and Rulu boss guy.

I'm guessing it kinda like the Matrix rooms under the Arenas. At one point those rooms were designed to hold toons until the match was ready. They dropped that idea but never removed the asset from the game world just didn't give us access to it (well without using a bug to get there anyways). This might be like you said a design for the winter event but never removed from the game just hidden away.
