iv'e seen a lot of media movies and games about superheroes who absorb power's for example like peter petrelli off heroes or delsin rowe of infamous second son and i was wondering if there were any plans or if the idea had already been mentioned on the forums here. it would probably work like this... you would have about four copy powers that you get evenly between levels and powers that complemint your natural abillites too so your not completely bad when you have nobody else's powers. and getting the powers would basiclly turn the charecter into a mimic who can use the other person's power whatever it may be as long as that person is equal to or less than the players level so that a level 1 person doesn't grab a metor strike from a level 50. this could probably work very well as a playstyle as you could mimic enemy powers you find or just go back to a trainer or a public area and grab a few powers off of people there.
the powers for balanceing purposes might be timed depending on how strong it is and you could also be able to leech travel powers of off people early game to get around
if anyone has any idea's to go along with this or anyone on the dev team wants to add to this please reply to me in the comments just as well a nice thing to make me one of the most excited people on the planet :).
With the intended customizable nature of powers, this might be relatively easy. I don't think it would be so much a set as a style however... just a style that copies variables from your target.
Marvel Heroes recently tackled this with the character Rogue. Their solution: give Rogue every power in the game with a limit on the number of "copied" powers at a time. At her highest levels Rogue may have multiple "copied" powers and combine their effects. And yes this comes with a burden to the devs of that game as they add powers to the game for either pcs or npcs they have to copy those powers to Rogue to make sure she can access them. Given marvel heroes set up on skill trees afforded them some flexibility in application of Rogues rather unique ability (as required for a video game).
With our classification schema utilizing specific primary and secondary types of power sets available within a class makes the open ended nature that such a power set would require a bit more difficult to apply. Keep in mind as well that the Rogue character has other powers on her base skill tree from her absorption of the Ms. marvel persona giving the character a base level of functionality outside of absorbed powers. A base level of functionality is something of a requirement which places a further sticky spot for us to apply such a power effect to our game. It's certainly not impossible, just a matter of appropriate application.

Yeah you would probably need some kind of equaliser within the set for when you have no absorbed powers. But then again you have your secondary set along with it which you could use to equalise it which will pretty much still make the charecter pretty powerfull with no default powers :)
EDIT: the secondary powerset might be restricted to how you take your power's like psychicly or through other means and might be restricted to those trees rather then something like pyrokeniesis or terrakenesis :)
To be fair, Rogue was not given every power in the game. Her character has access to the same power on every hero (including new heroes) that is in the "Signature Slot".
Access to powers in a separate database is not the same as adding all the powers to one new database.
IF CoT were to have powers structured in a dependable manner where the power sets had a slot for "Signature powers" an absorbing set would still be more attainable in that same model.
It is the only model that is expandable when new powers come in future releases.
