I don't use Mutants, I use People in my stories. The people in my stories are (self)empowered by mysterious energies, not altered DNA - which might not be pro-survival. How many mutants had to die, unknown and unrecognized, before that one special one was born?

I tend to think of mutants in a similar way Marvel does: people with genetic gifts that arise during puberty, rather than a disaster.

Mutants don't technically exist in my own universe/lore. The closest you get are Psy-Actives, which are people born with the dormant potential of developing different/varying levels of psionic powers, but thats about it.

In my world, people aren't generally born with powers (save for the odd supernatural curse or blessing), but people do sometimes have a genetic predisposition to develop powers, and a predisposition to be more likely to develop [i]specific[/i] powers over others. Often, they have to run into a specific triggering stimulus to actually develop those powers, or deliberately develop them with any or all of intense training, supernatural enhancement, or a cocktail of extremely dangerous retroviral gene editors and mutagens.
Some people do develop very low-level powers naturally, but nothing generally far out of peak human capacity. That said, "human capacity" includes things like psionics and sorcery with the right training. In order to get serious powers, you need some serious tech, science or supernatural power.
In my world mutants are born as a result of radiation. This is the real reason govts of the world stopped above ground nuke tests. Radiation got into the jet stream and rained down everywhere. Mutants are most prevalent in Japan, the US, Europe, China, and Russia. The problem is no one knows who is going to be born a mutant - there is no mutant detecting technology. The first parents showed no signs, only the offspring who developed powers at puberty. As a consequence, governments staff agents at schools because teens cannot keep secrets. Teens discovered this way were taken to secret locations, brainwashed and made into govt agents.
People around the world picked up on this and instilled the importance of secrecy in their children. Most mutants today keep a secret ID to protect against criminals AND the govt. In free countries, mutant vigilantes are tolerated if only to check the mutant villains. In the rest of the world mutants are expected to join the govt or flee for their lives as the govt will spare no expense to kill them and their families.
I love the Marvel use of mutants as a metaphor for racial discrimination. So I have hate groups too. mutants who are not bulletproof can be killed by such groups.
Then main use of technology is being addressed in prisons to keep the villains confined. Mutant villains typically get life sentences in small rooms because such rooms are the only thing in the prison that can hold them...in fact many have no doors. for many the only way out is govt service.
power groups:
Govt Mutants (who may or may not be your friend)
Govt agencies designed to ferret out and contain mutants
anti-Mutant hate groups
Heroes (in free countries they are likely to be loved by the people they protect)
Villains
The only people with powers in my world are mutants.

in my dieselpunk noir game Idea that I'm toying with mutants a low paid workers who have to work with radiation, because this is dieselpunk this means that nuclear radiation is pretty much magic and since it's useful for a lot mad science people have to work with it creating mutants
