The MCC (villain group) Metahuman Control Commission

The MCC is a wanna be govt agency that congress (in a rare moment of sanity) never approved. It started life as a bill to create prisons to handle the metahuman crimewave, but the MCC morphed into something terrible right away. The proponents behind the bill started talk of taking over the FBI and all local police forces. Then they went further looking to fund genetic testing for every American. Finally proposing genocide for all metahumans criminal or not. Congress killed the plan, and the founders went underground.

In Game terms the MCC can be encountered in two ways, random encounters in specific zones, and in adventure arcs.

Random encounters: these would be standard villain encounters in leveled zones. The starting zones may have standard agents scanning for meta humans. High level zones may have patrols of 3-4 giant robots, looking for metahumans.

Missions: standard missions tailored to the player(s). Task forces against robot factories, bio-labs, etc will reveal MCC covert govt funding and place powerful congressmen in prison.

The Villains
Troopers: These people have no powers, but they do have some body armor and guns. These minions can take a hit. One of them will always have a scanner to ID metahumans. Higher level minions get better stuff. But the basic guys can be found in the starting zone (nip it in the bud).
Variations: Medics, heavy weapons, crowd control, etc

Lts
Heavy Armored Troopers. bigger, badder, tougher. energy weapons.

MECS units MetaHuman Encounter and Control Suits. Battle armor: They can take/give much more damage, and have an immunity to one kind of damage (Fire, Ice, 50% resistant to physical damage), but none have an immunity to mental damage.

Bosses:
All the powers of a MECS unit but with one horrible thing: DRAINS. They have ray guns that can temporarily turn off (or cut in half) the effectiveness of your power(s). They have no immunity to mental powers, but can drain them. and they really HATE mentalists.

Uberboss: The giant 40 foot tall robots. These ARE immune to Mental attacks, they have no mind. But they do scream or wail when they are about to die. Not quite a giant monster, if the Devs want an event, they could drop 3 or 4 together into a zone.
"Unknown Meta-Human detected. Termination program initiated."

From the description, it

From the description, it sounds like this group could have been initiated in the 30s. That's the approximate time period when the US dabbled heavily into the idea of forced sterilization and other nefarious experimentation on the public without their knowledge. All done in in the name of the greater good. Fortunately the public outcry and courts brought these practices to an end. (At least we think and hope that they no longer occur.)

Malta was one of the most interesting enemy groups, so it's not surprising that there are a fair number of suggestions for some sort of CoT analogue (also see the Titan Slayers suggestion elsewhere).

I personally think that a paramilitary anti-metahuman group is at this point one of those necessary archetypes for enemy groups, similar to Mafia, Nazis, Corrupt MegaCorp, and some form of undead. These are just so common that some incarnation is expected within a superhero world.

Well it is pretty much a

Well it is pretty much a staple of the genre at this point. Same thing with giant monsters/eldritch entities or abominations/kaijus that can kill or maim supers and non-supers easily.

I mean we already have mentioning of a shady magic group, a megacorp that is rumored to do nasty experiments, a group that does drugs to gain powers, a group of mafia men that are in rivalry with a similar yakuza group, and necromantic enemies in general,
