Making the City it's own character in the story

Just finished watching this video by Seth Skorkowsky and through the entire thing I couldn't help thinking how this could be applicable to Titan City. While there are some parts that are very specific to Table Top roleplaying, I found much of it could also be applicable to help Making Titan City a more alive place and a true character in the City of Heroes story.

We know Titan City is already broken up into districts/neighborhoods. But I wonder if the NPCs and events are established in a way that actually makes sense for a city. What comes first, the mission design or the city design? I don't know the answer to that, but I think a certain amount of city NPCs should pre-exist mission NPCs. And after that they should feed each other as new missions can be written based upon existing city NPCs and factions while new city NPCs and factions can be generated as a result of mission development.

I like the idea of daily and weekly events like rush hour, farmers markets, and sporting events that happen in the city regardless of whatever missions the character may be running. Having these events in the city would add complications that can help make some missions a little bit different every time. This would help increase the repeatability associated with running alt characters (keeping in mind that alt characters are a major portion of end-game content).
I like to take your ideas and supersize them. This isn't criticism, it is flattery. I come with nothing but good will and a spirit of team-building. If you take what I write any other way, that is probably just because I wasn't very clear.

If the city should be

If the city should be character, sounds are a major factor. Nothing makes the environment slip into the background like the lack of sounds. Nothing makes the environment become alive like sounds. Whether it's the sounds of traffic, children if you're near a playground, a cellphone ringing, a siren in the distance, the chime or bell of someone opening the door to a store, or any of the thousands of things that happen in a city that you never think about, until you encounter them in a game. One thing ESO definitely did right is that it would sometimes make me want to turn off the music to better hear all of the things going on in the environment.

The only chance they have at

The only chance they have at accomplishing this to any degree is to completely stop working on non-launch areas. We dont get updates anymore so we dont know how its shaping up, if at all, but they dont have the man power for the scope they are grasping at. There are so many glitches and issues in the map right now that it would nearly be unplayable for me and we dont even know if there is a replacement for Red working on the map.

Compulsively clicking the refresh button until the next update.

Well warlocc did give an update over here about a possible large update and Christmas patch. One can only hope said patch includes fixes to the aforementioned glitches and issues in the map especially since there was an individual in the Discord who was, more or less, spamming different bug finds across the city. But knowing this project, it seems like some deterrent always rears its head at the final hour of something going live. I just hope whatever this update is its enough to explain the nearly year long drought of announcements. You figure we only got one update this whole year which was the Mac client release of the game.

The drought is a two-part

The drought is a two-part issue. One being that we haven't replaced Red Warlock yet, so we don't have any updates ready to push to the map. I also shouldn't have to say that his loss was a hard one for us and affected things a lot.

The other is that the updates we DO have, the dev working on them hasn't been comfortable pushing them to the game yet and has even been hesitant to let us show it off in the various unfinished states.

I can't promise an actual game patch before end of year, but we are putting together a decent sized video and some info about that unfinished content to try to show what we've been working on this whole time.

Is there no one working on the game besides Amievil now? Aside from Red, now that I think about it, I don't think i've seen any update in 2 or 3 years that included work done from someone besides Amievil. Artstrong popped up for like a day in the past year or two but nothing like an update. It is about to be 2025 and we need to have an honest 'come to Jesus' moment from the team to the investors and backers about the state of the game and the future state of the game.

Compulsively clicking the refresh button until the next update.

Oh no, there are several

Oh no, there are several others still contributing, but those two names are (were) responsible for tackling the highest profile and most visible parts.

To be fair, this doesn't have to be a launch-day feature.
