So, I had a dream last night. Long time Pen & Paper players of mine (hi Space Moose!) have learned to look upon those words with dread and anticipation: my subconscious has provided my most evocative villains this way. This isn't as bad as some, and so I offer a location/
Big Sally's Log Flume Mountain
Big Sally's is the largest water slide attraction on the East coast, with a colossal volume of unused "dead" space near the bottom. ("You wouldn't want stuff falling on you from the top, would you?") At any given time, there have been as many as four villain lairs hidden there, with varying levels of investment (dusty storeroom with hostages tied to a support pillar to a full fledged [s]AIM[/s] Scorpion weapons development lab). Some groups even share the derelict break room.
Probably not useful at any near future level of development, but I needed to get this out and shared before my memory faded. Thank you for your time, and enjoy! (The story line, and the Dragonfly PFG (Personal Fighting Gauntlet) I will find a use for in my current campaign.)

Yes, my art gallery is almost entirely screen captures. Tough.
This reminds me of the old 40's Superman cartoons. About every other villain used an old mountain observatory as a lair.
I expected to see cartoon headlines like: "Mountain observatory sold. New crime wave feared!"
I do like your idea of a reusable villain lair. same lair, new villain. It would be kinda funny.

And then there are things that look like clues, but are actually things that got left behind by the old villains... which could lead to a sort of archaeological mini-game, which clues lead to which nefarious scheme?
