If there's one thing I've learned, it's first impressions are everything. I've played a few superhero computer games before and they all have one thing in common: their altar egos stink. I would like to see CoT rectify this. I would like to see alleyways where good clean citizens should never go, where a man can dawn his super suit in the shadows. I would like to a larger variety of clothing that can be worn by both super heroes and their alter egos. I think their should be a specific "Average Joe" form, if possible, where a superhero's powers are nullified to an extent, so as not to give away their secret identity. When dressed in you normal attire, thugs shouldn't just attack you on sight like they know "Hey, that's Ultra Boy's alter ego, let's get him!" When in your alter ego, your threat level should be low, your powers should be weak, and you should be able to blend in with the crowd.
Speaking of the crowd, does anyone remember the Spiderman 2 movie video game? Now that city had life! People walked, they ran, they talked on cellphones, they stole purses, they lost balloons, they were human! I'd like to see that kind of world expanded on. People that move, that eat, the interact with each each other. Where are the guys that try to fight thugs when their girlfriends around and get beat up? Where are the children going to school. If you take away the good guys and the bad guys, do you even have a city?
It would also be nice if the Hero's alter ego had something to do while not beating thugs senseless. Plus, crime placement is important. There shouldn't just be a spot that thugs always "appear". The enemy should constantly be on the move, causing havoc in different places each time, forcing the Hero to traverse the city to take on the badies. Of course there should be places where you can always count on criminal activity; abandoned buildings sewers, dead-end alleys. The kind of places that justice can't see.
Picture this;
You're walking down the street and stop by a "Molly's" doughnut shop, pick up two with sprinkles, each restoring ten hp. You probably shouldn't have eaten those two doughnuts since you just had three an hour earlier, so you go for a run in the park. While on your run, you pass by a guy walking his dog, two old men playing chess, and a man with more chest hair than a gorilla who really should be wearing a shirt. A lady jogger passes you as you stop to catch your breath. Now walking, you pass by a couple kissing on the park bench, reminding you of how lonely a life you lead. You start jogging again. Up ahead on the path, you see the jogger that passed you. She is being harassed by a gang of street thugs. When they start pushing er around, you decide enough is enough. You run behind a tree. You glance left and right for onlookers, and seeing none, you don the blue hood and yellow tights of Ultra Boy! You fly toward the badies, and POW! BAM! ZING! After dispatching the thugs, you do your signature pose and than UP UP AND AWAY!
Now you can't tell me that wasn't exciting! The random NPC's going about as though they didn't know us when in our alter egos, the doughnut shop and the health restoring items, the thugs that are constantly moving. All come together to create a city that isn't all about YOU. But, you are the glue that keeps it together.
On a final note, where are the real heroes? The firefighters, police officers, schools, and hospitals? There should be someone who comes by and deals with the thugs after you do the work, and you should be able to tie up the thugs. You should also have injured people who have to go to the hospital. Fires where that the firefighters can't handled. While on PERFECT days the city can do just fine without supers, the city isn't perfect. It's needs YOU! Rescue people in burning buildings, bring wounded people to the hospital, subdue jailbreakies, pound rampaging super-crimals into the cement, and go toe-to-toe with your created archenemy! This city is in need of a hero. You up to the task?
As much as I also would like to see a living, vibrant city what you just described is Sims Supers. I LOVE good RP as well as really digging in deep on some characters. My Batman-esque characters would have ALL the details fleshed out from their home to their car(s) to their daytime job. However I wouldn't care to put this much effort into every character because as a writer and an Altaholic I understand that some characters are not the focal point of the story.
I think that a world such as you described would be so resource-intensive that there would be little room for the flashy powers and big-time action that most Superhero players want.

I agree with Comicsluvr. Sims Supers is not what I'm looking for either.
I do think the city could have more realism in it.. streets with more than two lanes of traffic. Pedestrians that have pathing that's more than just stand and walk randomly. Homelessness and urban plight shown in the dress and socialization of the NPCs..
I will enjoy doing some Mission Archetect missions that are "Sims Supers" but overall I want combat to take up the majority of the resources, not the background.

I do kind of like the idea of a more "living" city, though. Wouldn't mind if civilians had schedules, a la Ultima and Skyrim, just to add a bit of realism.
