Just thought it'd be fun to list everyone. Feel free to share any I miss because there's no way I'll get everyone on the first go. Also, yes I know of [url=https://cityoftitans.com/comment/129532#comment-129532]this list[/url] but it hasn't been updated for a while, doesn't have anywhere close to everyone, plus I wanted to make a definitive source for people to refer to. That's a pretty impressive list thus far. Good job!
Seems you've left out a hero and a villain who have only appeared (AFAIK) in the [url=https://www.patreon.com/HiJinx/posts]Hijinx! webcomic[/url]...

Lists like this are only reminding me to read through the lore a couple more times before launch. *Le sigh* procrastination thy name is Glitch.

Added. Any more to add that we know of?
It feels like so much, and it's crazy that this is only 1/8 of the list of named characters if even that.
"American Star (James Duncan) - The first and greatest superhero in the setting of CoT. [B]Died in 1998[/b] during Hurricane Atlas and was succeeded by Anthem. His abilities included flight, super strength, energy blasts, and was succeeded by Anthem. His abilities included flight, super strength, energy blasts, and [b]immortality.[/b]"
Haha what? Lore for this game has been in the works for, like, 6 years and no one caught this? Unless they specifically use the word "immortal" hinting that James actually never died, but just hasn't been found yet? Maybe he's at the bottom of the ocean buried underneath 6 tonnes of rubble...
Edit: Reworded my sentence to sound less aggressive.
I think that would be Hybrid's error, I don't recall any dev calling American Star "immortal". Unaging, maybe...
Of course it's only an error if you define immortal as "unable to die", in which case the question is, how does anyone in game know this? Any hero or villain who claims to be immortal will effectively be inviting their opponents to say, "Let's test that hypothesis."

I consider the opposite of a definition of a word to be an error, yeah.

Immortals can die. Haven't you ever seen Highlander?
"Let the past die. Kill it if you have to."
[s]The last Scorpion story introduced Serqet, too.[/s] Already got her. Never mind.
Last night, I pulled down the list and tried placing everybody in their groups. It’s a bit of a mess right now, but it should be easier to see the affiliations once I get it straightened out. Would anybody mind if I cleaned it up and uploaded it tonight?
(BTW, how hard would it be to add Markdown support to the forums? I’ve been using it a lot at work lately, and it’s miles easier to type and edit than BBCode.)

Yeah I watched a bunch of it when I was younger and loved it. They were not immortals, though; definitely a misnomer. Reason being? They can die! haha

We tried that in the past. Within minutes had a half dozen Ukranian pill farms embedding malware insertion code into the forums.

Sure not being able to die from natural causes is one thing, but why would anyone want that "ability" without also having the ability to halt the aging process as well?
For instance there are those who are saying that within a few decades medical science will have figured out how to keep the average person alive for perhaps 200+ years. That's fine and all but if you have to spend like over 100 of those years as, well, basically an elderly/frail person would it actually be worth it?
I'd almost rather have it where I knew I was only going to live for say 80 years but like the last 60 of those years my body would have stopped aging and I would basically be a young, healthy un-aging 20 year old for 60 solid years. Of course after that I would be renewed in Carousel like everyone else...
Basically it's the quality not the quantity that counts. ;)

Thanks for the clarification, Doc. Often with the longevity, agelessness, or whatever condition people have, it's seen as "immortal" to those that can't last as long in life. The best example I can give here is Superman. Everyone knows Superman. He can likely live for centuries on Earth, but Kryptonite could be used to weaken him to a state where he could actually die.
Often in comics, movies, television and all media there are ways to remove someone's immortality via some means. But that's exactly the thing, they have to [i]remove[/i] the immortality someone has to kill them. By definition immortal means "can't die." It's a [b]condition[/b], or [b]state of being[/b] that people in comics, etc. have.
Depends on how you define it. In some things immortal means they can't be hurt or die (see dragon ball super). Sometimes immortal means can live forever, but they can still be killed. Sometimes immortal also means unaging, sometimes not.
The Immortals from Highlander were immortal just with an exception.
"Let the past die. Kill it if you have to."

Maybe unaging was the better word. I was doing it fast, I'll edit that.
Yes, I was also planning another list where everyone is listed by their affiliation.
I have my own character with a 'Phoenix' power and I've had a lot of time to consider the issue. My character is functionally immortal, in the Websters sense, as long as he keeps doing his thing. Reduced to powder and thrown into a black hole, he could still rebuild himself from random quarks and space-particles, or the contents of your household waste bin.
But it requires him to Want to do so and to use his powers.
Now, consider American Star. Two hundred years (plus) of fighting the good fight. Everyone he used to care about is gone. Heck, their grandchildren are gone.
And, as amazing as the new kids are, he's just tired. Make that 'damned tired'.
However, his 'Phoenix' MacGuffin keeps putting him back together, so he's functionally 'immortal', as long as he hangs on to it.
So consider the other half of the Phoenix legend - go out in a blaze of glory and let the next generation deal with it. Then fate hands him a super new protege... and he trains her up... and when the next 'world-ending event' comes around, he goes out in a blaze of glory and passes the MacGuffin to the next bird.
Everybody's immortal until they're not anymore.
Be Well!
Fireheart
LOL that's probably the easiest definition of "immortality" for pretty much any case you could imagine. ;)

They think us immortal brother, shall we test their theory?
"A sad spectacle. If they be inhabited, what a scope for misery and folly. If they be not inhabited, what a waste of space." ~ Thomas Carlyle
You can't tell me you don't feel it, yourself, Lothic. *smile*

I think this has kinda gone off-topic.
Yeah, there's a real shocker.
Yeah, sorry about that.
So, back on topic, Where's the villain that Mr. Dynamic (IV) was giving Hijinx a hand with?

Awesome man, thanks for going through all the trouble. I'm going to put this in the OP to be updated over time, giving us two different sections: Alphabetical order, and Affiliation order.
You know, I look over that list, and it amazed me how many of those have been with us since the first few months. Heck, a half dozen of them I did the initial writeups for.

Great work! Nice breakdown of whose who of the COT NPC’s!
"A sad spectacle. If they be inhabited, what a scope for misery and folly. If they be not inhabited, what a waste of space." ~ Thomas Carlyle
Just wondering, any character to add that's either not on the list or is new? Just want to be sure as its been three months.
very compilation like this just makes the City more alive and makes me all the more eager to play this game!

Just as a note, this list is [b][i]NOT[/i][/b] comprehensive. Those listed are the ones that have appeared in updates and other public-facing content. There is a [i]very[/i] large number of NPCs that have not been mentioned in public at all.
At present, there are 154 NPCs that are unmistakably linked to a particular faction (e.g. TCPD, Arcane Sentinel, etc....there's 48 factions that are planned to be present at launch). There are another 49 NPCs that are on various teams (e.g. Paragons), and another 124 that are independents. These are just the ones that are appearing in the game, and do not count those that are appearing in affiliated content only (e.g. Gabby Cabbie, Hijinx, etc.).
So, the list in this thread is by no means comprehensive. And before you ask: no, I will not provide a comprehensive list...there are some things that you have to play the game to find out!

Well I for one can't wait to start seeing more info for some of these characters so I can start compulsively statting them for a few different P&P RPGs.

Updated with two characters after reading this.
Dr. Zubenelgenubi - Mad sorcerer and scientist.
Lady White - Reclusive leader of the Five Dragons.
Anyone else to add?
Wasn't there a hero/vigilante called Rottweiler?
There is an awesome .gif of him backhanding a thug in one of the earlier updates.
The Altruist, Invulnerability/Super Strength Stalwart.
Rottweiler became the Bradford Boxer out of fear of copyright issues.
Wait. They didn't really give him that awful name, did they?
Aw really? Rottweiler is about 1000% cooler than Bradford Boxer :(
The Altruist, Invulnerability/Super Strength Stalwart.
I just call him Bob.
Wait until you see the... nope, that would ruin the surprise.
Bradford is a neighborhood and there're a few boxer dogs, I like it, even if it's kinda WWE-ey
Also, LOVE THE LIST!!! Been looking for something like this. My only complain is that a bunch of high ranking members of large organizations are called "members" which makes them sound rank-and-file.

Added more, from some updates I missed.
Debbra Alexander - Reporter
Dr. Torch - Member of IFRIT, a mad scientist with a flamethrower.
Benjamin "Old Ben" Jackson - Former construction worker who saw the rise of superheroes first hand.
Shannon Wharton - CEO of Wharton Steel in Ironport.
Zzorgg the Space-Tiki - Enigmatic, robotic intelligence and former sidekick to Captain Orbit.
Isn't it amazing how there are so many unique and colorful characters? It really does feel like its own world.
Can someone explain Cosmogulus to me? A living arcade machine? Does he like fly around and get kids to play Mortal Kombat?

Okay, I don't know much about him, but I don't like that character. The goofy, meta, Foxbat-y shit from CO really took me out of the world. This feels like it's in that vein. Less of that, please.
City of Heroes respected its players by creating a serious world (not a world without fun or goofiness).
The Altruist, Invulnerability/Super Strength Stalwart.
Hey, comics can be goofy too. Marvel is the world where Rocket Raccoon and M.O.D.O.K exist for example. Just because there's a silliness to it doesn't mean it's not taking itself seriously.
Didn't we argue for Cane Corso?
Of course, we could always ask/negotiate for the name we like best, instead of shuffling off to mediocrity.
Be Well!
Fireheart
They said they liked Cane Corso (or something similar) as his civilian name, though I’m not sure if that became official.
I'd like to second this request. The last sentence is key.
Spurn all ye kindle.
I, on the other hand, kinda love this character. Knowing it's concept, so I know the costume will get better. But I imagine him being somewhere between MODOK and The Televison contact.

In the defense of the creators of CO, I'd like to point out that Foxbat goes back to the earliest editions of the Champions RPG, in one of which he pointed his ping-pong ball gun at the reader and demanded all your unspent hero points and any stray foci you might have lying around...

Yeah, I'm aware of his origins, but he (and the associated "we can't take comic books seriously" goofiness) was the worst part of the Champions Universe.
The entire aim of characters like that seems to be to poke fun at the user by emphasizing how silly the comic book universe is. I'm 100% okay with goofiness, but it can't be mean-spirited and it should have reverence for the universe.
The Altruist, Invulnerability/Super Strength Stalwart.
Then again the two Deadpool movies (based on a meta, fourth wall breaking character who emphasized how silly the comic book universe is) have now earned a combined total (according to IMDB) of roughly $1.6 billion USD. Seems like there's a market and a following for that kind of thing after all.
It probably wouldn't bother me if CoT had a Deadpool clone of some form/fashion. *shrugs*

To me the difference between Deadpool and Foxbat is that Deadpool was being funny while poking fun at comics and breaking the fourth wall. Foxbat was trying to be funny by poking fun at comics and breaking the fourth wall. It’s not enough and frankly it comes across as a cliche at this point.
As long as MWM does it properly it could be funny and cool. Foxbat was not done properly, at least not in the CO game.
When I played the Champs table top RPG we never incorporated or paid much attention to the "boilerplate NPCs" like Foxbat so it was never really an issue for me. I frankly couldn't care less about Statesmen et.al. in CoH and I'm sure I'll equally disregard the new crop of "default personality NPCs" in CoT as well.
I suppose you can say I've always had far more fun developing my own characters and RP rather than relying on whatever the respective game designers wanted to offer up. Sure if MWM did create a Deadpool clone I'd hope it was done "properly" as you said. But even if they did I again probably wouldn't pay it much heed in CoT regardless.

I think things like this have a limited life-span, and making them "permanent" aspects of the game world would probably be a mistake.
In terms of the "meta" or "self-satire of the genre" aspects, this makes me think of Howard the Duck. (no, not the movie.. the comic).
At first, it was great in its own way, as an introspective satire on the tropes and cliches of the whole comic book genre, and for a year or two it was a real hit. But something like that just can't sustain forever. After about a year and a half, they just couldn't keep it up and keep it interesting, the writer(s) burned out, and eventually it fizzled.
Something like Cosmogulous (as shown above) strikes me as the sort of thing that's funny in the short term, but in the long term, it's probably a liability. At most, I think it would be best if it's something that's fairly secluded and isolated, maybe hard to find, with plenty of hints to tip players off that this is something tongue-in-cheek, just for fun, and not a serious component of the game world.
My two cents.
Can we talk about something besides Cosmogulus now? I feel this has gone off topic.
See he’s already causing trouble.
I think I’ll make a spreadsheet version of this later. Any recommendations for things to add?
I didn't even find him funny in this thread. So short term was short indeed.
I can bring a little peace of mind to the conversation. I've been working alongside the lore/composition team for quite some time now and I can tell you that the majority of the characters and storylines we're writing are going to be taken seriously. As serious as your average comics story gets, anyway. Some will be funny, some will be tragic, and some will be dramatic. We're going for the mix of action and adventure that people expect from a comic book story BUT, there will be moments and characters that, if we do our jobs right, will just leave you laughing and shaking your head and saying "What was that all about?"
I wouldn't worry too much about ol' Cosmo. We have much stranger things in mind.
Wait until you see the... nope, that would ruin the surprise.

More characters I missed!
Baron Otto von Korrect - Deranged genius obsessed with perfection.
Dangerbelle - Adrenaline junkie heroine with precognition.
Kingfisher - Master burglar, styled as the "thief of king and king of thieves" who strikes the rich from his specialized hover jet.
Also, as said I'm working on a Google Spreadsheet version as well. So far I have the following stats:
Name | Alter Ego | Sex | Alignment | Affiliation | Occupation | Status | Powers/Abilities | Appearance | Notes
Any other suggestions?
Thanks -- that's pretty much what I (and I think alltrueist) was getting at: the occasional, brief silliness is fine as long as it doesn't start to permeate the whole game long-term. I always got the impression while playing CO that the underlying message from the devs was 'this whole superhero thing is really stupid, isn't it?' IMO our old game got the balance right. If that's what MWM is shooting for, we should be ok.
Spurn all ye kindle.
Um, guys? Can we please stop talking about Cosmogulus already? It's taking focus off the grand scale, like for example everyone else. And I'm trying to ask for suggestions regarding the spreadsheet version but everyone is so focused on one particular character they don't even notice.
Location.
Some of that we may know now, most of them will have to identified after the game starts. Some of them may even have more than one location depending on their role. iirc Lady Liberty was in 3? locations in CoX.
Otto Korrect eh? Nice.
I bet in a conversation he’ll twist your words around to make it seem you said something you didn’t.
Anyone new to add since the last post eight months ago?
By the way, still more.

No sadly I don't have access to the comic at the moment. That sounds really interesting though, plus the idea of getting your license in general.
The one I remember is Polecat, his tail turns into a fuzzy staff.
Just saw it, and as turns out some of the comics including this one are available. I'll update the list later.
It's hilarious how long the line is to get a hero license though.
Looked at the Patreon, based off the free ones. I'll look into subscribing later, but here are some more characters found:
Bill Smith - Member of the Arcane Sentinels
Eris, Goddess of Discord - A deity known for possessing mortal spirits.
Johnny Frost - Son of Jack Frost, from the North Pole.
Polecat - Cat-themed vigilante with a staff.
It also made a mention of another guy named Cool Cat, but I wonder if that's relevant or a joke. Anyways, funny how Bill Smith looks like a dude in a suit, I thought the Arcane Sentinels were like guys in cloaks (think Doctor Strange).
Not all masters of the arcane wear cloaks.

I wonder if the Arcane Sentinels have “plainclothes” field members who dress in such a way that they don’t stand out, and Bill Smith is one of them. While the higher-ups dress in more traditional mystical vestments.
