These new monsters are either free roaming or mission specific.

Minion status. These creatures have the bodies of giant frogs with the head of an octopus. they are big enough to look a man in the eye.
Psitoads are carnivores and are summoned as loyal guards for magic base villains.Some may go wild when their masters are defeated, and hunt at night in the city. (daylight kills them, they can survive in sewers and underwater just fine however.)
Primary: Psionic attacks (with a devastating physical bite)
Secondary: defense (not as strong as a gunner)
More advanced Magic can summon Lieutenant versions.
Lieutenants can be very affectionate towards their masters

Lady Melody is a beautiful ghost haunting a mansion that serves as mission site. You can hear her lonely songs even from outside the mission door. She will aide the player if he talks with her. the conversation will only 50% towards the mission and 50% romantic. after the mission she will ask if the player loves her. If he says yes, she will kiss him and fade away.
AFTER the mission she will appear at random three times and try to kill him. "Just accept your death and we'll be together FOREVER!"
if the player runs into a door she will sing for a few moments and fade away. (anyone can attacker her at this point)
Boss status
Primary Ranger: Sonic attacks
Secondary: some really screwy mob control
Tertiary: Defense
After the third attempt/defeat she claims she never liked the player anyways and fades away.

Treat animals with individual love
Superpowered peta who are pushing the lines to become eco-terrorist. you see them trying to enlist hero's at the town hall but nobody signs with them and you can find diaries of the leaders decent into madness in which she starts by releasing the animals from the zoo (low level encounters never fully explained until now) and later released super powered animals from a star labs or lex Corp type facility (raid encounter.) Gives you a chance to throw random crazy bioengenerred things like sharks with lasers or dinosaurs at the hero's and have a sympathetic small villain.
Leader:
Displacer Beast
Powers: low level self-teleportation line of sight only, bend light for confusion of hero's/ security cameras(single target, hero is replaced with her and vice versa, heals and damage effect her the same, just temp invisible 1v1)
Herself she is a small threat but if she succeeds in releasing animals they get to fight crazy things

Benson, sounds like a good "chase boss" She's not very tough but you have to keep up with her as she dashes along and releases more animals. You can fight the animals or keep chasing her. If you keep chase, the animals do more damage and potentially get into other trouble. Like she releases a monkey who runs around opening random doors that then opens the ant colony exhibit and the ants walk into the "growth ray" and now you've got Giant Ants! mucking about. But you stop her from releasing the genetically engineered super octopus.

How about an elusive monster that no one can catch?
No matter how hard you look You never find it. It trolls you year after year taunting you to come hunt for it, It mind controls your friends to encourage you to hunt it down. I was going to say even the recent above posts: I know this is intended as harmless fun and all, but people should bear in mind that if you don't sign the IP release form for volunteers (https://cityoftitans.com/forum/intellectual-property-ip-release-form-volunteers) and then you submit any ideas, those ideas are wasted. And on top of that, if you didn't sign the form, and suggest something already planned, that could put MWM in an awkward position over whether or not they can use it.
Besides which, even if you sign the form and then suggest something in real hopes your suggestion is used, wouldn't it greatly spoil the surprise and diminish the impact of the idea if people see it as a forum post here, and THEN maybe as something real in-game later on?
Wouldn't it be much better for all concerned if, if you really want to make suggestions for inclusion, you apply to join the Composition Team responsible for game content?

Monkey with a gun: sometimes as a random mob spawn you will see a monkey with a gun, just an ordinary monkey with a gun, this isn't a sentient monkey mobster with a gun either, just a random monkey with a gun.... how did this monkey get this gun? I don't know... maybe there's a zookeeper out there who shouldn't be a zookeeper anymore... all I know is that there's a monkey here who has a gun and I'm too scared to take that gun away...

I am going to assume that if posting and 'signing' the form isn't good enough, the MWM team would contact people if there was even the slightest concern about legality. If they don't take that extra step or at least have documentation to prove that they came up with the idea before we post they can suffer. If anyone is going to post then maliciously hold MWM accountable for 'stealing' ideas, there is no one to blame but MWM if they don't follow through.

Something like that yes. I was thinking more along the lines of paying "a lot" of money for multiple "custom" NPC awards to make your own little faction of shark monsters.
