It sounds like all travel powers, not just swing/grapnel, will have a baseline would be able to be improved upon by delving deeper in that travel set. This is exactly what Redlynne (minus the gravitational computations) was suggesting.
The swing/grapnel set may (assuming a lot) start by giving you 'grounded in reality' capabilities then as you take advanced powers in that set you start to get into the more fantastical capabilities of swing/grapnel.
Could a dev confirm this assumption?
That's what I was thinking as well - so you could just take one "rank" of swinging for your "normal human" character, or you could go full webhead and level it beyond that.
Honestly, I hadn't thought of that as a possibility until Red hinted at it[b] [url=https://cityoftitans.com/comment/120304#comment-120304]here[/url] [/b]. Then Tannim confirmed that travel powers have advancement in the form of ranks, sets or whatever. I was operating under the assumption that travel power selection would be the same as it was in CoH. By which I mean the travel power was a single selection and not a series of powers that open additional capabilities.
I seem to remember someone, a dev, saying somewhere that there will be at least one power slot given out such that you won't have to make the decision of "do I take a travel power, or something that affects combat?" because the slot itself will only allow a travel power, so it then just becomes a matter of which one, not if. But then I think someone also said that simply not taking a travel power will be an option too, which I don't get.
This raises an interesting sort of paradox. In CoX you got a finite number of power slots and if you chose Fly as one of them, you had to forgo some other power, which might have been combat-oriented, to get Fly. If you had given everyone in CoX a free extra travel power slot, this opportunity cost would have disappeared and we could have chose a travel power like Fly without having to give up anything to get it. BUT, that is only accomplished, in theory, if the extra slot is limited to travel powers only. It is of course better, from the player's point of view to just get another power slot into which ANY power could be slotted, but that would leave us back at "opportunity cost of Fly is too high" again, in theory. The limitation imposed on the extra slot is what frees you to take a travel power without feeling like you had to give up something more combat-effective to get it.

Everything the devs have posted in this thread so far make me believe grapple/swing/zip lining in COT will work out fairly well.
My understanding was that travel powers would be a totally separate totem pole. So basically you'd have your primary secondary and tertiary powers on the "combat" pole, and then you'd have running and jumping and flying and what not on a "Travel" pole. I think Masteries were also on a third pole. Leveling up the combat pole is straight forward "progression" as we typically see, but less has been revealed about how the other pole(s) work(s).

Combining SS and swinging could turn out to be a modified SJ. Race at a tree, latch swing line to branch, and release at 30-50 degrees to get a good launch. Hopefully don't slam into the side of a building.
There was a bit of a tiff about ziplining on level ground being impractical. How about using SS on non-level ground? Skyway city sucked with SS. But we all learned to work around that deficiency. We learned the map. We learned where we might find stairs or ramps. We learned to carry a temporary jet pack. We learned to take CJ or hurdle. We learned to team with TPers. The point is *gestures with Lucy* we figured that sh*t out. People dedicated to swinging and zip lining, WILL figure that sh*t out.
I think MWM has a good start with their downloaded asset. I think they can tweak it to work well in COT. I think some people are going to have fun with it. Is it for everyone? No. Is TP for everyone? No. Is it something that people have been asking for since COX? Yes. Is it therefore in MWM directive to build a game that goes above and beyond COX? Yes.

In City of Heroes, Redlynne had HOVER ... not Fly ... [i]just Hover[/i]. I used to joke that Hover was my "travel" Power. I'd actually use Sprint+Ninja Run to get around ever so slightly faster than I could Hover.
If I ever recreate Redlynne in City of Titans ... I think I'd want to go with Grapnel for her Travel Power, since she was always supposed to be a "natural" hero.

Way, way back before ED when Hover actually got the significant benefit of 6 fly speed enhancements you could almost get it to be as fast as base-level Fly. Sure the game was technically -broken- without ED but it was certainly fun doing all those naughty things it really wasn't supposed to do. ;)

Which is exactly what Red and I did. I used to say that while everyone with Fly was streaking through the sky like fighter jets, I was flying an attack helicopter.
