It's particular to the file that's downloading and not the overall percentage. As to why it's going over 100%, that might be something someone else can answer.

They could potentially be comparing the file size to something else so it is showing that it is done more than what a different file is ¯\_(ツ)_/¯

Mine showed 856% after my PC hung with pegged RAM and I restarted. Happily, the launcher resumed its previous place on the progress bar and numerical progress, but the percentage downloaded of pak 1 went from 55% to 856%. My presumption is that the code calculating that percentage didn't handle the resumption well. When I woke up this morning, pak 2 had begun downloading, and its percentage progress showed a much more reasonable 65%.
Hopefully, my PC hasn't hung since then and I'll be able to monkey with the Avatar Builder when I get home in a couple hours. If it's the patcher that pegged my RAM last night, then I'll probably have to restart again. I killed process on everything else non-essential that might have been the culprit.
I was also quite worried about canceling/restarting the launcher, I was nervous it was gonna restart. It also seems like it freezes whenever the computer goes to sleep. So I have to come back every now and then to make sure it is still running. Coming close to 24 hours launching and at 50%. And I'm on a pretty high end brand new PC.

I figured it had to be one server or at least a very small server instance. I'm at 94% of pakchunk2. Been downloading for about 19 hours or so I believe. It stopped last night at some point because when I got up this morning my PC had crashed. It's been going all day though at round 262 kb/sec on a 1GB pipe :)

It took me about 24 hours for it to download so that seems to be the going rate I'd say. I started at 6:30 A.M and when I went to bed around midnight it was somewhere in the 70 percent range. I let it run all night and by 6:30 this morning, it had finally downloaded...
I think I have everyone beat - over 24 hours, and not even to 1% yet. :-\
(And yes, the launcher is active and appears to be "syncing" and "fetching" actual data...and I eventually restarted the client a couple of times, just in case, but it seems to have picked up where it left off, per others' experiences...)
Steam uses many different CDNs depending on the user region, and some ISPs might have better peering with certain CDNs.
I am usually also enjoying fast downloads from steam, commonly reaching 1.5-2 Gb/s
(yes, I have a fast connection, partially thanks to working for an ISP)
