I am confused by what you mean by the Create an NPC level ($750) vs Create a custom texture level ($3000).
I really want to get a particular costume into the game and want to support the kickstarter but I want some very specific rewards and don't understand how to get them.
I want to design a costume (A tights pattern, a Badge (insignia), a shoe (high heel), and a jacket) If I send the art team my design on the Design an NPC level will this not guarantee that the character's created uniform is in the game (even if not available to players)
I want to have a building named for to go with my prospected SG DE:LTA (Department of Emergency: Limit Tested Agents). If it doesn't disrupt the game lore.. the name is "Department of Emergency Building" would both serve as our base and a social hub with citizen NPCs (Like a high tech Police Department that is .. well not a policing unit). How can I get the "Mogul" perk to do this? Just by pledging over $500? or would I then need to pay $1,250 ($750 for NPC and $500 for Building)? P.S. - Any way I can help design the architecture of a building?
IF the 3000 pledge is required to customize my heroes look to my specifications (and I am not an altaholic.. well.. recovering ..I pretty much play one character so this isn't a bad deal to ensure my vision comes alive) does that also mean my how can I edit this character later on.. And do you have the plans on how they'll be shared?
I am giving out of my heart because I want a CUSTOM superhero MMORPG made with the graphics, AI, combat systems and playerbase of today's available technology. There are a great multitude of things this game can do to succeed as a AAA game with the right vision and resources. I trust the vision I've seen but I do have a finite amount of resources between today and next week.. LOL. If I can't afford ALL the things I want, then I want to be sure to get the things myself and my SG will use to make ourselves unique and integrated into the City of Titans mythos.

Creating a custom texture is essentially creating a custom set of costume pieces; designing an NPC is creating a character using the stock character designer that will show up in-game as an NPC the player-characters would encounter during play. If you had the custom-texture level, you would be able to use the custom pieces you'd designed in your NPC's design, though.
To get Mogul, you need to donate enough to cover your selected pledge level, and then donate enough extra to cover the add-on, too. So, yes, for the mission NPC and the Mogul perk, you would need to select I Know A Guy, and donate $1250.
However, as already pointed out, the I Know A Guy level pledge would not allow you to design your own costume pieces. For that, you need to take Fashionista ($3000). For that and Mogul, you'd need to select Fashionista as your pledge, and donate $3500.
AFAIK, Mogul does not actually include designing the building, just naming one that already exists. To actually design your own building as a base, you'd need to take the Key to Titan City pledge level, $7500. At this point, you'd get to design the base building, plus the costume, and you'd no longer need Mogul.
As for whether you'd be able to name the building that, you'd need to contact MWM and ask.

"Yes, Mogul has some input into the building. We've had requests for everything from an orphanage to a university building, and we aim to work with the Moguls for what they want their buildings to be."
So, not total design rights, but feel free to ask. You might want to use the Contact Me button on the right at the KS page.

I suppose I will be a Mogul Fashionista ($3,500 well spent). I have yet to see an Ugly game with the Unreal 3 engine.. (It can't be worse than X-Men Destiny.. which I actually like for the genre)
