I try to answer for you. Note I'm not a programmer just someone who been following the project from well the start.
Short answer Yes.
Long answer Maybe. Let me explain the power system being designed has more options then CoH had. Instead of 14 AT we be up to 18. Animation will not be linked to Power choices. So you take a slashing power set and your character could be holding a Massive sword, or a small dagger. So how your character fights, what they fight with, and how your powers affect you are your choices.
So the real question is what about Titan Weapons you like or want? And could the new system replicate that. Some of the info about powers have been listed on the Kickstarter page https://www.kickstarter.com/projects/missingworldsmedia/the-phoenix-project-city-of-titans?ref=recently_launched. So go ahead and look, you can also find info via the search function on the forums.

Mainly the immense knockdown of titan weapons. Whether soloing or in a group, a titan weapons user with a firm grip on how to use it is always a great power set to have. Momentum is a powerful tool!
