Judge Nahar can summon storms and enrage the seas to truly horrifying extremes. He can also fly, swim extraordinarily fast, and breath water.
Public Perception:
Judge Nahar is seen as an extremely dangerous vigilante. After all, Hurricane Atlas is not forgotten.
He is also considered very mysterious.

It is unlikely that the true motives of Judge Nahar are comprehensible to humans.
Physical appearance: Judge Nahar wears a black costume covering his torso and most of his face. On his head, it includes a large blue crest, while on the torso, it has blue decorations. On his chest, he displays a raging sea under a thunderstorm. He wears heavy black and blue gloves and boots (Icon concept: "Regal" full mask detail, "Slash" tights pattern, "Metallic" "Bones" gloves and boots). He wears a cape.
His skin is olive, and his orbita seem to be filled with raging miniature storms.
History:
Judge Nahar (River) is a title of Yam, the Levantine god of the raging, untamed sea and primordial chaos, and the rival of Ba'al Hadad in Ugaritic texts.
No one knows where the Judge Nahar comes from. The speculations go from "Just another vigilante" to "Cumulus Rex has returned" to "he really is the god Yam", but the only thing known is that he appeared after Hurricane Atlas.
