Greetings, I've been brainstorming lately at work and wondering how much content will CoT launch with? Like will we expect any raids in the future or will it be mostly focused on small group instanced based? Just curious on this topic. Sorry if it has been asked before.

Hmmm... How much Content do you need for the game to be Beta Testable?
- 60% of the Open World should be complete. Starting Area(s) more so. Lite Testing.
- 90% of the NPC Contacts Quests should be complete. Heavy Testing.
- 80% of the Instanced Missions should be complete. Med. Testing.
- 99% of the Travel Powers should be complete. Heavy Testing.
- 90% of the Effecting Powers (power-sets, inherent, etc..) should be complete. Heavy Testing.
- 96% of the User Interface/User Interactives should be complete. Heavy Testing. and a Suggestion form/survey players can submit ingame.
Nice to have:
- Demo Recorder with a feature to Crop a small section that shows an issue... and include that in the submission(s).
- And maybe a way to add YouTube type of annotations? Just a TextArea with an adjustable Arrow attached! ;D

Regarding Lore content:
We will have all four paths written out, as well as many other types of quests, solo and team oriented.
We expect to be able to have all of what we write out appear in the game, with occasional exceptions for things that tech doesn't have time to get to before launch.
We hope to have all of our lore-related features appearing, including assorted badges and other activities.
What we can promise? We can't just yet. We're still writing stuff out. Most of it has been planned out to some extent.
As for the other departments, they know better than I do what they've been up to and what is feasible, so I will let them address it.

Hopefully enough content to reach the starting level cap without having to resort to repeating missions or heavy street sweeping on the default difficulty setting.

We are planning on more than 1,000 "missions" at launch. Our missions may be more than one instance each, and will likely be split evenly across both the North/South boundaries, and the Hero/Villain ideas.
We have a lot of writing to do (as SpaceMoose has noted...), and we won't know firmer numbers until it is done. However, I can say with relative confidence that we will have sufficient content to reach the level cap at launch. Hopefully in more than one way.

This sounds reassuring.
Is the current plan to include any repeatable/procedurally-generated missions at launch, something akin to radio/newspaper missions in CoH?

Repeatable? Definitely.
Procedurally generated? Maybe, but not real high on the priority list for tech/gameplay, I don't think
We will have a lot (closer to a ton) of one-shot missions (one mission and done, not a prolonged story), throughout the city for both heroes and villains. We will have the long paths. We will have at least a few "task force" like setups....the list is rather long on types of content and what we mean to accomplish in their content.
