There are times when a Game Master has to enforce a rule. Well sometimes there are exceptions to any rule. An example from CoH was Harry Dresden a character owned by Jim Butcher for the Dresden Files books. Of course he also played CoH and remade his character in the game.
Anyone else this would have been a copycat and against the rules so they would end up genericed. It been said he had to prove he was Jim Butcher a few times to keep from being gened.
There bound to be other examples so how can this be easier. One idea is that GMs can put notes other GMs can see. So Jim Butcher's account would have a note saying. "This is really Jim Butcher and he does own the copyright of Harry Dresden. It been approved and accepted. Signed GM Alpha."
Other notes could be negatives saying so and so person been warned about inappropriate actions and such.
In other words being able to tag an account with a GM note system would make the job easier for GMs to enforce rules and alert others of possible problems, or issues.

That sounds reasonable.
I think this sounds like a good idea. I'd like to add a method for the player to learn about notes on his account, but think it shouldn't as easy as logging on and checking, just in case someone hacks your account.

Sounds like an excellent idea. Hopefully CoT will have the same player notes feature available to players that CoX had, so really all we're talking about is copying that code to make a GM version.
Spurn all ye kindle.
If they don't do something like this, then I would have serious doubts about their ability to run an online service.

Huh. I never thought about it, but my bank and phone company do this, so I would have assumed it was standard practice. If not, then, it should be.
FIGHT EVIL! (or go cause trouble so the Heroes have something to do.)
My thinking exactly... I can see as to why a phone company would do it ie reversals in billings, going for better deals when contracts come up etc etc... it basically allows a history of stuff to be followed through. Course, you might not want to always read what notes are put onto an account... especially if you end up being rude to the customer services rep.
lol. imagine all the real PR heads of several companies, all ingame as their company mascots.
i can see it now.
