Is fighting going to be "clean", like City of Heroes, or is it gonna be like this:
Face Punch -- Successful hit adds one stack of FaceDrool. With 36 stacks, you may consume with Surprizoid or FunkyTown power.
Blade Slash -- Uses 3 focus, 2 rage, and adds 1 stack of Forlorn, unless 36 stacks of FaceDrool are unconsumed.
Titanium Wrist Piece -- Goes in wrist slot. Adds 3 strength, and 0.04% clairvoyance, which increases chance of Forlorn stack by 0.42%.
Cry Tears -- Consume 74 stacks of Forlorn and makes the opponent Sad, which decreases their Dodge by 0.21% and adds 2 stacks of SmartAlec and refreshes Claustrophobia if present.

The very existence of the taunting tank irritates, for it requires idiotic AI that obeys the taunt.
Hopefully we will have some of this - albeit not to the extent in your examples and not the "gear" one. This is the direction CoH was headed as many of the newer sets were incorporating "stack" mechanics and similar. I finds it adds something to the combat aside from simply mashing buttons in no particular order and added flavour to some of those sets.
Momentum could be used in such a fashion - at least for some sets - but what exactly the devs have planned is anyones guess. But I sincerely hope that the powers are more than "tier one blast = Y damage", tier 2 blast = Yx2 damage, tier 3 blast Yx3 damage, etc.".
I would hope for at least a few simple combos. Like the things you could do with the beamrifle, dual blades and street justice. Simple but adding a layer of tactics beyond endurance management.
Personally, I didn't like the sets that used combo bonuses but to each his/her own. What I didn't like was that the bonuses required you to not only use certain powers in a certain sequence but also in order to get the bonus you had to actually have taken all the powers in the set required to get the bonus. So, if you by choice didn't take a particular power the bonuses were not available to you.

True, beam rifle pretty much forced you to pick desintegration. But it was, to me, a very rewarding playstyle. And it made the beam rifle special, something no other set had. Dual Blades were very restricting, I grant you that, but it was their first try with combos and Street Justice seemed to have learned from that, it was much more forgiving. I am not asking for some sort of combo mechanic in every powerset, but in a few.
And hey, Stalkers had two must haves in all of their powersets. They were not something for everyone, but I found them very engaging and they were the reason for me to play.
staff had combos too...combined with the animations...mmm-mmmm good.
in regarding to "stacks"...I can do without em. combos are enough for me..."stacks" makes me have to get into a micro-management style of play where I really start worrying about the 'numbers'. while with combos it just seems to be another attack of sorts...if I missed it, oh well...I still did damage/effect just didn't get a bonus is all.
