For CoH, I created an enemy group that was designed for flight. I always hated AE didn't allow for enemy placement. I wanted my villains on the rooftops through the zone...even though CoH didn't allow for flying combat....I still wanted the battles to happen on the rooftops.
So that would be my suggestion.
(Admit it, when you were on those huge buildings you wished there was somebody up there to fight, didn't you?)
I use to think I was alone on a rooftop then AHhhhh a stalker would kill me lol
Where was that? The only time I ever fought anybody on a rooftop was in Faultline. I left my toon on the roof top to go to the kitchen and an Arachnos robot killed me by the time I came back.
I remember baddies in Kingsrow on rooftops. Circle of Thorns would appear there, at night when they came out to play.

The ability to tell the mission builder to place at least some enemies on buildings, or have them hovering, patrolling, or whatever, would be neat.

I remember at least one mission where you had to defeat x Clockwork, and the best place to find them was on the rooftops of SW Steen Canyon.
Though after I defeated the first batch, the rest did seem to call up the same travel agent Darth Fez's Circle of Thorns guys used. Not sure Clockwork would look as good in Bermuda shorts, though.
