I'm realizing that the Editor is giving us some clues about the world of Titan City: he's a wounded warrior, he's missing a leg. But, he can sneak into a paramilitary base and knock out a couple guys just fine with his leg, and yet there's "super crazy-cyborgs" that have far more advanced prosthetics.

So, it's a world where a regular guy can get a good prosthetic leg easily, but not one advanced enough for active combat.
