Based on the blurbs, these are great iconic villains. You've got a nice spread of themes.
It's hard to pick one. I like Hexbane, Dr Tyche, and Ladon a lot. But for the "vote" I'll go with [b]Corpse Candle[/b] as my favorite.

AND he too is purportedly using them for some secretive project? I shall not stand for this! There is only ONE who shall attain supreme arcane power and that is Nightmare. If some hex-slinging geezer thinks he can delay ME then I shall show him the power of Chaos and grant him a curse far worse than he could ever conjure up.

Man, this one's tough. I'd love to learn more about Serqet and Checkmate - and Doctor Tyche, it goes without saying - but as someone who almost sounds like a cross between Catwoman and Clayface, I have to go with:

That she sounds to be the most workmanlike of this lot of villains is a bonus.
I also like the 'comments'. Reminds me of the comments they added to the Shadowrun RPG splat books (the ones from FASA, anyway). All they need is a time/date stamp. < Ha-Ha-Ha >

Corpse Candle
The only non-human on the list and the most mysterious and rumoured. Part of me wants to keep it that way, but I'm confident Composition can balance the reveal and the mystery.
How is Ladon a scientist? What hypotheses does he test? What does he research? Or is he a mad [b] engineer [/b]? ;)
And my scientific background has some questions about his abilities, but I won't nit-pick.

They're all amazing, but I think we'll get a lot of "replay value" out of Checkmate as his abilities could keep changing.

I vote for ruin, always amusing to see which heroes choose life and which ones choose ideals, very twisted, like villainy is a game to him and not just motivated by revenge or profit

As much as I would like some of the others. I vote for Patchwork, why because she seems the most non-CoH villain of the bunch. No mass minions, powers that seem different (that patchwork outfit!) and how she's calculating and planning.

All are fascinating, and I daresay many of the choices are more of a threat, but I am most intrigued by Patchwork.

I find Tarot Interesting, and a major threat for the heroes of the city. Would be interesting to know about the individuals that make up that group. I find Corpse Candle pretty interesting. I don't know why but I feel like he might just be using the ghostly visage as a scare tactic, maybe he's just a normal dude who can cast illusions. I'm probably way off LOL.
I LUV LUV LUV the idea behind Checkmate and the Rooks completely. The theme is very strong all around with this group, even down to his abilities.
BUT, my VOTE has to go to... PATCHWORK!!! I have a soft spot for the quirky gals. Harley Quinn is one of my favorite comic characters and Patchwork feels like she's playing in the same ballpark. So I'd love to know more about her and what makes that costume of hers work.
I like all of them, but I have to throw a vote at Boilerpunk, though it's not as much for him as for the Aether Pirates in general. I'm also quite enthused about Tarot, because it's tedious to see a bunch of supervillains tripping over themselves to backstab each other.
