I liked the idea of city of heroes Rogue Isles a haven for villains very similar to marvels villainous haven the country of Madripoor.

History Isla Fiero translated as Savage Island is a country lying between south America and 4 hours away from the coast of the Florida keys of the United States. In the late 1700's it was founded by pirate clans as a haven but were soon kicked out by the spanish royal navy.
The pirate settlement known for it's strange paranomal incidents and savage history was dubbed Isla Fiero, the capital became Puerto Oro translated as the Gold Port because when the pirates fleed the spanish navy they left behind millions in stolen treasure never to be found.
Puerto Oro overtime became a hub for trading and travel stop for those seeking to come to America for Europeans later South Americans.

It would'nt be until the mid 1800's when corruption reared it's ugly head due to the rise of foriegn and native criminal element.
On the other side of the city seen as the slums dubbed Sangre de Puerta translated Port of Blood, a place that influenced the capitals criminal element.

In the early 1940's Nazi's began using Isla Fiero as a secret base for various operations to monitor the United States , giving Isla Fiero government various gold and weapons.
After World War 2 the the Nazi's remained on the Island but was soon taken out by an American Superhero team that invaded the island taken out the remaining Nazi's and their collaborator President Fernando Cruz.
The conflict destroyed various crops and livestock causing great pain to the country, the American forces turned over power to Miguel Hernandez but by then public distain was at a all time high for the U.S and their Superheroes.
Nazi scientist Dr.Alric Seigfried Darque escaped using some of the Nazi gold using it to arm himself with a small army in the mountains who he transformed to mindless mutants that due his bidding.
In 1959 President Hernandez was ousted in a coup by the Vega Family and their patriarch Colonel Lorenzo Castillo I , under the guise of a revolution called Day of Fire. The U.S. would send many Superheroes to dethrone Vega and his regime with their army, but found it difficult as unearthly technology was being used.
It's believed the weapons were from Dr.Darque as well support from powerful super villains, seeking cooperation with the Vega regime for a safe haven.

It soon became a global haven for overseas criminals, Super Villains and international terrorists who pay the Vega regime to protect them, aswell allow them to run their criminal operations out of the country for a reasonable fee after UN embargos hurt the country financially .

Many wonder why the Supers or the American Troops don't attack Isla Fierro again.
Because of the implications for the Vega Regime and Dr.Darque to unleash a weapon on the American people at a close proximity a stalemate has occured and lasted till this day, U.S. naval ships monitor the country awaiting a possible attack.
