At least to me it would be.I think a cool location idea would be something like the picture below. The picture is an abandoned castle on an island somewhere in Ireland. Obviously it doesn't have to be a castle and it can be bigger than this island..but it could be cool to have a smaller..ish island that has an instance entry or two maybe of/in the castle (or building) or in the cellar/catacombs (underground). Could also be a little fun to get there using travel powers over water...?
For the setting, perhaps a 17 ot 18th century style army fort. Ideally the island would be around the size of the picture, though, to differentiate it from Lockharde Island.

Finding the place for it would be an issue. I've advocated being able to add additional islands in the past but been voted down; probably for good reason too.

Yea that makes sense.
Which raises a question...if you ever were to implement something like this, could you make the whole island an 'instance' so it doesn't sit on the world map? You could 'click' on a boat or ferry or helicopter, etc, as the instance entrance then be teleported inside the instance onto the island or close to it?
I'm not asking for this idea, but now I'm just curious if that is possible...

Could work for a personal base option. Instead of taking an interior you could pick some sort of exterior, explained as much farther away from the city or a pocket dimension. Superman's personal base was up in the arctic, so context could just be left to the player.
I've been getting strong Ouroboros vibes from that picture :)
I'm with McJigg, it'd be a great personal base option to have an isolated island outside the city OR in a void of sea.

Just have it be hidden (by magic, tech, whatever) so that it's not on the world map and could be instanced for a storyarc, which hidden isles are fairly common in fantasy, be it novels or comic books. That picture is pretty neat so it would be a shame for something like it to go to waste.
Yeah I honestly can't think of a good reason NOT to have an island or two like this in the game.
The concept of an "island" perfectly lends itself to being an isolated, instanced mission in a game like this that can easily be kept vague as far as where it's technically located on the map. Heck the main story line for the first Incredibles movie was entirely based on going to a supposedly deserted island. ;)
As Dark Cleric already offered it could be like an abandoned colonial era settlement or even a fort similar to the one built on the [url=https://en.wikipedia.org/wiki/Dry_Tortugas]Dry Tortugas[/url] down by Key West. Perfect cover for a hidden underground villain lair below the abandoned fort...

Any 17th or 18th century fortification would be one oriented around use of cannons and be more of a bastion design with casements for the cannons. Architecturally speaking, that means brickworks and earth.
Also, as a counterpoint for placement ... what about a [b]Ghostly Isle[/b] notion of an island that is only there [i]sometimes, but not all the time[/i] and mainly at night (obviously). It could be something that appears as a World Event and has ghostly soldiers fighting off ghost ships sailing towards the island to invade the fort. When the Event is not running, the island simply isn't there ... because it eroded beneath the waves since the 17th/18th centuries.

For the villains, or simple treasure seekers, something like Oak Island but with the legitimate (I.e., complying with the law) search teams being a lot closer to finding the Money Pit, just in time for villains to swoop in, steal the gold/templar treasure/Chinese antique mcguffins, and trigger the curse. ^_^
