Central city has the Flash. Gotham has the Batman and the Birds of Prey. Metropolis has the Big guy himself, Superman.
So come up with a name, a real state that it is in, and at least one Hero protecting it. The location doesn't have to make sense, just be creative.

[b]City:[/b] [u]Jefferson City,[/u] Colorado. Population 1.5 million. Located on the desert side of the rocky mountains where Grand Junction site today. It was named in honor of the founding father, Thomas Jefferson. I-70 crosses the mountains to connect Jefferson with Aspen and Denver.
Industries: steel mines and foundries. several gold mines in the foot hills. New oil production from shale mining. --a lot of new wealth is flowing into the city.
Eastern Colorado University, specializing in Paleontology, and one of the finest chemistry schools in the nation. The sciences are the primary focus here.

Usually the city name is somewhat reminiscent of the real city it's based on. Keystone City, for example, is clearly supposed to be Philadelphia, and takes it's name from the state nickname of Pennsylvania, "The Keystone State".
That said, you could make a city like Miami, call it "Sunshine City" as Florida is the "Sunshine State", and have a guy protecting it like Captain Hurricane, or The Alligator.
R.S.O. of Phoenix Rising
Green City, on the west coast of Oregon State, south of Portland. It has a thriving tourist industry and is most famous for its artistic collective, but also does some business as a shipping port and has some big name companies with offices downtown.
Defended by a group called FREE (First Responders to Extreme Emergencies).
FREE is led by Psi Commander, a former US Army colonel with psionic powers who guides his group telepathically. Airstream is a wind controller, she can fly and assault enemies with small but powerful gusts. Jagged Ed is a brawny former bricklayer who has spiky stone skin and acts as the group’s muscle. And Polar Bolt is a speedster who can generate freezing cold and ice, she often teams with Airstream to combine their powers.
FREE is a registered crime-fighting group that is a point of pride to Green City’s eclectic citizens.
Well, since other than Gotham, their names are all super generic, I'll go with...
Place City. Location: The very center of County State, which is a Rhode Island-sized fictional state added to the map between Colorado and Kansas.
The main defenders are the West-Central Titans, a group of lower-rung heroes who didn't qualify for the main Titans. Their leader is Slow Burn, a woman with one gun that robs inertia, and another that shoots fire.
I like the idea of Slow Burn. Clever name. :)
But Place City? If that was intended as a parody of DC city names... Ouch. :) Well done.
Frontier City. Based in a high mountain valley in Alaska, Frontier City has a booming population in as advanced a city as you can find on Earth. With a population of a few million, the city has spread to cover both the sides of the great valley and all but the middle of the valley that, from the sky, appears similar to Central Park in NYC but much larger. This park is multiple square miles where citizens can 'be in nature' without the dangers of Alaska. All the wildlife previously in the park were relocated outside of the city limits and the city surrounding the central park serves as a barrier to animals reentering the park.
Because of its location, Frontier City is both a city of industry and a city of innovation and travel. Skyscrapers stand taller than the surrounding mountain peeks thanks to advancements in engineering that allow them to better withstand the high winds at that altitude. There is a large mining and logging industry due to rich minerals and dense forests in the area. Other technological advancements allow the citizens to enjoy all of the seasons that Alaska naturally bring in a more comfortable way; warmer winters inside the city and cooler summer's.
Currently, the city counsel along with the Frontier Engineering Society are working on finding a solution to ease the drastic changes brought by the 3 months of no darkness and 3 months of no light. It's a tall order.
However, location also allows for crime that is more difficult to dig out as there are so many places for criminals to hide, both inside the massive city and in the surrounding wild landscape (abandoned mines, forests, cave systems, etc).
The main hero group, as well as the only officially recognized hero group in the city, is the Virture Valley Valoreans, named after the name of the valley the city was built in - Virtue Valley. Very cheesey.

No self respecting Floridian hero would call themselves alligator. A street hero might be "The Alley Gator" shortened to Gator. Oh. IRL she is Allison, and a Gator fan.
Sunshine City is fine but as a Space Coaster myself no self-respecting Floridian superhero would likely ever call themselves "Captain Hurricane" either. That's like calling a Southern Californian hero "Captain Earthquake". Just doesn't go well from a PR point of view. Why not "South Beach Brawler" instead?
