Which combat?
There's some new videos showing very early rough-cut versions of some boxing-type combat. And some of the enemies in those videos are using guns. But every type of combat is different! A Controller in combat is 100% different from a melee character.
What aspects of super-powered combat are you asking about?

Example: i played dc universe online is an action combat, tab target, block break mechanic.
Im asking what type of combat mechanic will be.

The system as I last knew it is much the same as City of Heroes, World of Warcraft. Tab target, click power activation.

Okay, yes, targeting will be similar to DCUO and many other games, with Tab targeting. There will not be a reactive 'Blocking' mechanism, but positioning and mobility may allow you to avoid some attacks.

As I understand the terms, "action MMO" means "twichiest player wins", CoX wasn't like that and it is my belief that they're not going to make CoT like that either, for that reason (spiritual successor).
I believe there will be tab to target and when powers are used, you'll hit or miss based primarily on a pseudorandomized "roll to hit" with modifications possible form a number of sources. I hesitate to say "gear" because people tend to assume that means "gear" in the WoW sense and not in the CoX sense, butto me it's still gear in some sense. Also, other factors, I know not which.

Tab targeting games almost exclusively use a so called hit table, that is that they have a "table" going from 0 (or 1) to 100 (representing percent chance) with every possible outcome an attack has taking up a portion of that table, adjusted on a per attack basis. Some things can have a minimum enforced level (5% minimum hit chance in CoX) while others can be "pushed off of" the table (crit immunity for PvE tanks in WoW). There are 3 primary "groups" of modifications to this over baseline (naked toon) which are:
Items. Traditionally equiptable gear but also, as you said, the enhancements from CoX.
Permanent buffs. Passives in any form, most often from a passive skill tree.
Temporary buffs. Castable time limited buffs in any form. Environmental buffs also go here since they can be "removed" by exiting the area.
And remember, debuffs are just buffs with a negative value.
Though, this is all from a simplistic design perspective. From a mechanical perspective it is much more complex and depending on the game they might have several checks/rolls before they reach the final outcome.

Not sure what you're asking but I'll try.
From what I have read right now every visual element should be movable, and you can move around using using wasd (or keys of your choice). I'm pretty sure you would be able to use both the mouse and keys to turn and only keys to strafe. From what I understand both the actual combat and the controls will be pretty standard for tab target MMO's, like WoW and CoX.
CoX had the ability to move the camera around. You could do 1st person perspective or 3rd person from behind, and you could "free" the camera for selfies and stuff.

I saw the last video but i can't figured out.
So i move the character with " W, S, A and D " but the visual i can move it moving the mouse? Or just i move with W and S and with A and D i move the visual like in Valiance Online?

Yes, WSAD for movement of the character, but All of these keys can be re-mapped to some other input, so Joystick, or Controller, or whatever you have. Then Camera movement is tied to the mouse by default, but can also be remapped. That's what we had in City of Heroes and the Devs are promising similar for this game.
