How about being able to lackey a civilian or hold them hostage?
Whether hero or villain, would determine what you can do with civilians, other than tossing them around, of course. Even have a tier system for them. Using them like a free coffee punch-card at Starbucks. Eventually reaching a level where they can become a super soldier, after an operation.
Environmental destruction would be key. Being thrusted into a tree, building, vehicle, or another person would have a reaction.

I can safely tell you what the environment will be far more interactive, already. Civilians may be able to be talked to and will obviously react to fights, but getting one to tag along may be a tad tricky. I don't know how complex all the motions are to implement such a system, but 9-out-of-10 making them a super-soldier sidekick is a stretch goal at best. Basically, MWM would have to implement a lot of the same pet mechanics that they'll do for the Operator class, which won't even be available on release from what I know. So hey, there's a fair chance that something like that could be implemented in time!
The ingredients for it should all fall into place after release...
