I once before mentioned that

I once before mentioned that I've never read the credits on any game I've ever played.
No regrets because even if I did read them it's extremely unlikely I'd remember any names or recognize them when I saw them again.
so when you tell me its developed in Unity3D v5 now. I think does that mean the graphics are good or what?

Its kinda means the graphics might also get a bit better in future updates.
Sorta like going from Unreal Engine 3 to Unreal Engine 4.
Thats the hope. ;)

It's quite good. It allows you to do several things that SimCity could not do. The possibilities are nearly endless, and the level of control is quite good.

It sure feeds the "retired civil engineer" part of me. I'd recommend it if you liked SC or if you have interest in this sort of creativity, especially if you can find it on sale.
