Ok, left-field thing here. One point a lot of us make is trying to do the iconic comic book stuff in the game. Some ideas work, some don't. But I can cite countless issues of comics where one team member carried another team member, either personally or in a vehicle.
Can we do this? I mean it's a well-established comic staple so no worries there. RPers would love it because they could still get to the fight while RPing their normal person with guns character. But allowing for the tech in the game is it worth it to try this?

Would also make a cool alternate version of an escort mission.... sometimes you can lead them out... but every once and a while, someone's too hurt, and you gotta carry them out....
...or even carry an escort when they're too hurt to continue under their own power...

Not against this at all, but doesn't it fall in line with the problems stated about grapple attacks?
And if I'm playing a villain, I might be the one who hurt them!

DCUO gets around the carrying others issue by trapping the carried person in a fixed animation, a 'cage' which the carrier can then grapple, hoist and tote. When this idea came up on the MWM forums, I had the concept of an 'Emergency Rescue Torpedo'. Basically a hovering 'sled' that you could snap-together around the 'victim' and either send it shooting off to a destination, or have it auto-follow.
The Emergency Rescue Torpedo has a gentle repulsion-field that keeps it from getting hung up on invisible cracks in the geometry. The Emergency Rescue Torpedo does not have any 'doubts' about following its owner, so it just follows and doesn't 'jitter'. The Emergency Rescue Torpedo is at least as speedy as the owner, so it doesn't fall behind and doesn't lose its 'tether' just because someone uses stealth. The Emergency Rescue Torpedo holds the 'victim' in gentle stasis, so it doesn't draw aggro, and it's fairly sturdy, protecting the 'victim' from damage. Best of all, the Emergency Rescue Torpedo does not Talk, it just goes where it's supposed to and carries the 'victim' in comfort for all.

In any case, I'd love to have a "pick person up, throw over shoulder, and carry out" or even a "grab idiot by shirt collar and drag him to exit because he's an idiot and thus easily lost" system.
Hopefully this wouldn't be as tough as grappling combat would be (since there's a more limited, and more controlled, range of possibilities for NPC bodies) but it would still pose significant challenges to not look wrong.

They should give this particular subset of NPCs the 'Designated Victim' power set, which includes such useful tools as the 'Being Carried' power.
Living in NYC would make people uninsurable if many of its karmically challenged (to coin a phrase) citizens did not have this power.
