The sheer number of evil things that I would like to put in the game is staggering.
However I would also have a Reputation system. The more evil you are, the more people come after you.
Flunkies who steal get the occasional enemy. People who hurt people get more enemies. People who kidnap others, enslave them and force them to fight for their amusement get ALL KINDS of enemies attacking all the time.
But that's more a super-strategy game than an MMO...

That is in effect the plan Comicslovr. The more bad things you do, to the more people, the more enemies you make, the harder you make the game on yourself. Think about how if the Penguin steps into Two-Faces lair, he's got everyone after him.
It's a way to control player behavior without having a heavy hand of "NO! YOU SHALL NOT DO THIS." If you honestly want to get every single group in the game to only agree on one thing: kicking your ass; well, you are free to do so.

Ultimately I would like to see many options ranging from heroic, to vigilante, rogue to villainous. In CoX being a hero was almost 24/7 "YOU SAVED EVERYONE YAYYY" or so it seemed, I played more on redside but there things were at least a little more complex, though virtually every situation in which you kidnapped or specifically targeted someone, you let them go for a tip or something (instead of at least ransoming them off) or giving them a beating rather than killing them if they were a threat.
In DCUO I did have some juxtaposed moments on the opposite end of the spectrum where the joker was like "Hey light these cops on fire" or "Steal their masks to exposed them to joker gas" which is obviously fatal. Of course, the nature of the game makes these actions relatively lighthearted but if you consider it for a moment that's some pretty damned brutal things for a rogue to be doing.
What follows is not an official statement, but rather a personal rant.
In my opinion, the PC villain should be that kind of villain that we know that will at least survive because we want them to appear in the sequel, not that kind of villain that is so disgusting that everyone looks forward to his death, The first one would be the only one I would have any interest in playing, I most certainly will not do wish fulfilment of basest desires and straightforward evil, and I would not be comfortable to associate with anyone who wants to play for those reasons. I may have a rather macabre humour, but I cannot approve of "I want to be a sadistic complete monster of cruelty".
There definitely should be limits of how far you can go - especially considering that MWM will be held accountable for the contend we provide: We are aiming for a T rating (and any discussion of a higher-rated villain side has come to the conclusion that even if possible, it would be too much of a liability), and even then, excessive depravity is most certainly bad publicity.
Of course, you could still roleplay your "true" villainy... but of course only among like-minded individuals, as the chances would be high that if you do this in the public channel, you will be reported. Same, of course, goes for grieving.
On a less personal note:
I think that - from a gameplay perspective - there should not be things villains can do that heroes cannot; most certainly, you too would not like it if heroes have that cool mission type that has no villainous counterpart, wouldn't you? Of course, these should take different guises - for example, the heroic counterpart to a mayhem mission would be an attack against a villain's or gang hideout, demolishing death rays et cetera in the process.

i break games. i kill off npcs meant to protect population centers. couldn't do it in city of heroes, those drones were unkillable (quite broke immersion too. and they were everywhere that was important). as long as the "punishment" drops loot and XP, it will not be a punishment. unless they send level 100s after level 50s. or *shocker* more immersion killing unkillable police droids*.....any sneaky s.o.b. like me can play real nice till max level, thinking the devs will send lvl 50s after any and all baddies.

1. It's Qliphoth, not Hell. It's in the PnP books and the entirety of it is based on Lovecraftian horror. In fact, it's not even the actual Qliphoth, just a gateway between our world and Qliphoth (hence the zone's name "Gate Between Worlds"). Going to the Q Realm would be nigh impossible since its a plane of unexistence where your sanity is sapped just by you looking at it.
2. Going off that, "Hell" in general is normal for comics. Ghost Rider, Dr. Strange, Dr. Doom, Hobgoblin, SPAWN (And I'm sure there's more)? All have had trips to "Hell" to confront demons within... don't see anyone picketing DC or Marvel or Dark Horse.
3. Destroying cars or scenery or NPCs isn't bannable, AS THEY'VE SAID. Continually doing it to annoy other players is considered griefing, though. Griefing is bannable. Those "immersion breaking robots"? They were there to keep you from pissing off players.

do you know how bad so many baddies wanted into the hero-only zones? all we would talk about was what we would do. and how little they could do. now the defenses are GONE. i assume that the game will be tilted toward heroes heavily. villains will almost be like npcs. running to avoid cops AND other npcs. almost like we were invaders. only resting in "safehouses", or our personal holdings. with us on our toes all the time, then we would be hard-pressed to do much of anything other than survive.
such a rare game to allow me to be bad. ill take even unfair odds, zones that hunt me like an animal, a transit system that wont work for me- and will even summon police to that location should i try..... anything will be endured.

Well, i imagine players (with a Negative Public Standing) arent considered villains by the In Game NPC's and get Attacked by Cops immediately. To the Cop NPC's, any measure of DOUBT will prevent them from taking action against a player even if they have a 99% Negative Public Standing. That 1% of DOUBT still exists.
But if you attack a Law Abiding citizen... Cops will Arrest you just to stop the violence from escalating, even if you had a 99% Positive Public Standing. because... they are 100% sure the Citizen is GOOD... but, they can NEVER be certain about the Players standing.
The example we gave was imagine if the Joker was having dinner with Harley Quinn. Would the cops break into the restaurant, causing the Joker to release whatever accursed trick he has up his sleeve? No, they'd stand guard, while letting Commissioner Gordon know to let Batman know. Lots of watching, no action.
Unless the villain is actively engaging in criminal activity, or is such a menace that they are a "Wanted At All Costs" (in other words, legal rating of 0), the police will follow, watch, and notify, but not engage.

oh my, it appears they are going for something far better. a rating that wont just go away if the npcs cannot find you after 30 seconds...... a faction standing.
just think, the npcs will now react to you, by your actions ingame. your reputation. this means, just maybe, certain tasks done, or achieved might also unlock content, or lock content away.
bold. i love it. just imagine now, this makes a baddie and a goodie-goodie different on lots of levels of gameplay. you may not notice too much via heroside, but baddieside is a whole new game.
i bet being a total monster like doomsday would have a zero law rating, and be subject to utterly harsh conditions. when a law rating of 1 would be hard, but not near impossible like a 0 rating. i wonder if baddies can hire npc lawyers, or PR people, or both, to raise the law level.... a money sink. after all villains will probably take in more, break rules, etc.
i think there were posters all over paragon city for a lawyer who sued heroes. i remember at least a few in perez park.

Its an interesting concept to be sure. It sounds like it could have some fun mission twists too.....like additional foes in missions or ambushes or even random named bosses showing up. Cool Idea.
I am curious if city zones are going to be divided by faction control. I mean in city of heroes the hellions had pretty much staked out atlas park.....if you had a giant neg rating with them then you could expect to be constantly assaulted in that area. For contested areas like perez park you might see the hellions and skulls teaming up to take you out if they both hated you. If just one hated you then the other might help....the dynamics of a system like this are great.

I didn't think this was ever about PvP.
I will allow that some things will have to be RP'd rather than coded in-game to maintain the rating. No problem with that.
There has been chat in other threads about tearable costumes, scuff marks to indicate damage (rather than blood or gore) and that would be cool too. Not sure how feasible...but cool.
The two biggest things about being bad are the missions and the character's direction. If I murder a school full of kids because nobody paid the ransom that's bad and many heroes and authorities will come after me. It was MY choice to accept the mission...nobody forced me. This makes me a Villain...one to be feared...one who chooses his OWN destiny.
If I murder a school full of kids because Marko the Hood told me to then I'm a mook...a flunky...an errand boy. See the difference? Same mission, same outcome, completely different tone because it's all about the motivation. Some players will be okay with this. Their characters might become BIGGER mooks but they'll always be working for someone else and they accept that. Lord Cosmic Doom Guy will NEVER bow to the rule of another. He WILL conquer all that he sees. And if he racks up a laundry list of enemies then that's how the universe maintains balance.
A really good game will be tough to code and no mistake. We all know this. More options helps the game but the permutations rapidly become daunting. Even adding one possible outcome to every mission requires HOURS or DAYS of work...perhaps more. As long as the core game is good I'm willing to wait for the shiny stuff.
